
Providing housing for the population remains at the center of state policy. The construction of the "Muras" residential complex includes 39 blocks, of which 19 have already been completed. To date, keys to 1,080 apartments have been handed over, with 986 previously transferred.
In addition to this, work is actively underway on the construction of another 2,688 apartments, which will be completed on time. The complex will also include a kindergarten, a school, parking, and other social facilities.
The president noted that the latest handover of apartments built by the State Mortgage Company confirms the country's successful progress in housing policy. He reminded that the SMC, established 10 years ago with a charter capital of 10 million soms, has now increased it to 87 billion and plans to reach 200 billion soms.
In 2025, according to him, the company provided housing for 4,662 families, which is four times more than in 2024. Since its inception, the SMC has provided 14,945 families with their own homes.
Currently, 80,245 mortgage apartments are actively being constructed in the country. By the end of this year, more than 20,000 apartments are planned to be handed over in Bishkek, Osh, Manas, Tokmok, Kara-Balta, Karakol, Cholpon-Ata, Balakchy, Naryn, Talas, and Batken, as well as in the Kochkor district of Naryn region, and in Kara-Suu and Uzgen districts of Osh region.
Discussing the accessibility and quality of housing, Japarov responded to public comments regarding the cost of mortgage apartments. He emphasized that the SMC bases its actions on detailed calculations and analysis to make the dream of owning a home a reality for every citizen.
"Apartments are provided without a down payment for 25 years at 4% and 8% per annum, which is below the inflation rate," he explained.
In Bishkek and Chui region, private companies have been tasked with building housing and delivering it "turnkey" at a price of $700 per square meter. After construction is completed, the apartments are handed over to the SMC.
The State Mortgage Company adds $250 to this price and sells the housing for $950 per square meter. The president noted that the mentioned $250 does not cover inflation over the entire period, and nevertheless, such conditions have been created to support citizens.
If the housing were purchased from private individuals, its price would be at least $1,500 per square meter, he added.
The head of state also emphasized the importance of considering the rising prices of building materials, labor costs, infrastructure development, the construction of pumping stations, and wastewater treatment facilities.
He noted that all these factors affect the cost of projects and, as a result, form a reasonable price per square meter.
Japarov also reported that in the future, the SMC plans to move to self-financing and increase the housing stock of the country.
"This year we will allocate about $500 million to the SMC from the budget for the last time. Starting next year, budget funds will not be allocated. With an increase in capital to 200 billion soms, the SMC will be able to provide housing for people for the next 50-100 years," he concluded and asked citizens to consider the pricing policy of mortgage apartments.
After the event, Sadyr Japarov handed over keys and inspected the apartments. He spoke with the residents, who expressed their gratitude for the attention to housing issues. The president assured that the government would continue to make efforts to build modern, safe, and affordable homes.
