According to information presented at a briefing by Gulzat Totubaeva, head of the population affairs department, in 2026 the State Mortgage Company (GIK) plans to issue 20 thousand apartments. She emphasized that over the past two years, the organization has achieved record results in implementing the housing program.
“The State Mortgage Company was established in 2016 and initially operated through partner banks. We conducted checks on applications for compliance with the program criteria, while banks made financing decisions. By the end of 2022, only 9 thousand families had received housing under our program,” noted Gulzat Totubaeva.
After analyzing the situation, the country's leadership decided to change the mortgage policy within the company.
“Since the beginning of 2023, we have ceased cooperation with partner banks and started to build housing independently across the country. During this period, 4.6 thousand apartments have been issued. Many people express dissatisfaction, waiting for their turn since 2020 and 2021; however, this is due to the fact that we only began construction in 2023, and the issuance of apartments will start in 2024. In 2026, the process of issuing apartments will be carried out 'in bulk.' We plan to issue 20 thousand apartments, of which more than 4 thousand will go to residents of Bishkek,” promised Gulzat Totubaeva.
