
On the site of the old colony No. 47 in Bishkek, a modern residential complex has been built. The area, previously associated with a correctional facility, has now become a cozy urban space with new homes and necessary infrastructure.
Housing construction for citizens across the country
The state mortgage company provides apartments to those in need of improved living conditions, including shared participation programs.

Currently, similar projects are being implemented across the country. The State Mortgage Company is actively constructing housing in various regions. The total number of mortgage apartments under construction is 80,245. This includes:
- Bishkek — 23,748 apartments;
- Chuy Region — 22,440;
- Issyk-Kul Region — 9,237;
- Osh Region — 7,402;
- Naryn Region — 569.
A new home in the new year
The ceremony for handing over the keys to mortgage apartments as part of the second phase of the 'Muras' complex took place with the participation of President Sadyr Japarov. He congratulated the new residents and emphasized the importance of the event at the beginning of the new year.“Today we meet in the first month of the new year with a joyful event. Congratulations on your new home! May 2026 be a year of prosperity and stability for our people!” — he noted.

The President also emphasized that providing citizens with affordable housing is one of the state’s priority tasks.
Today we are handing over 1,080 apartments to their owners.

He reminded that the 'Muras' residential complex plans to build 4,754 apartments in 39 blocks. In 2024, 510 apartments will be handed over, and in 2025 — 476. The complex will include a school, a kindergarten, parking spaces, and all necessary social infrastructure.
Formation of housing prices
The President also discussed mortgage lending conditions and pricing issues.“The State Mortgage Company offers apartments for 25 years without a down payment at an interest rate of 4 to 8 percent, which is even lower than the inflation rate. We are doing this to make life easier for people,” — he noted.


Sadyr Japarov pointed out that the rise in prices for square meters is justified by objective factors.
“The increase in the cost of building materials, wages for workers, and infrastructure development — all of this affects the formation of an economically justified price. I urge citizens to understand this,” — he added.
The President noted that in the future, the State Mortgage Company plans to transition to self-financing.
“We are building a system not for 5-10 years, but for 50-100 years ahead. The State Mortgage Company will become a sustainable institution that will provide housing for citizens — from newlyweds to pensioners.
Today’s event is not just the opening of new homes; it is an opportunity for more than a thousand families to make plans and look confidently into the future,” — he concluded.
Comfort and infrastructure in new homes
The Chairman of the State Mortgage Company, Talant Zhekshenov, noted that the residential complex will have internal parking for 2,500 cars, which is planned to be completed by the end of 2026.

He added that the cost of one square meter of apartments with finishing from the State Mortgage Company is $950.

He also shared future plans: in June of this year, keys to apartments in eight new blocks will be handed over, and another seven will become available on the Southern Highway in Bishkek.
A new life for the hero of Kamchybek
The recent homeowner Kamchybek Satylganov received the keys from the President, and his story became known thanks to TV presenter Assol Moldokmatova, who shared his difficult life situation on social media.Previously, he worked as a janitor at the municipal enterprise "Tazalyk," but had to leave his job due to atherosclerosis.
Now he is raising two sons on his own, one of whom has a disability; Kamchybek himself also has a disability and recently underwent a leg amputation.
Assol Moldokmatova drew attention to the fate of the man who had long been without his own home.


The publication received a wide response and became the basis for addressing the issue at the state level. President Sadyr Japarov instructed to provide Kamchybek Satylganov with an apartment under the State Housing Program, and the housing was provided free of charge.
As the new resident shared, he is very happy that his one-bedroom apartment on the first floor is especially important for a person with a disability.
Happy moments in their own home
The large family of individual entrepreneur Bakhtiyar Baltabaev has only recently moved into a three-room apartment on the first floor and has already managed to arrange the furniture and settle in with pleasure. The head of the family is glad that the school is within walking distance, and one of the children has already started attending it.



“We queued for mortgage housing in 2024 and are grateful to Sadyr Japarov for the opportunity to live in our own apartment rather than in rented accommodation. We have already paid half of the cost of the housing, and we will pay the remaining amount over 15 years,” — added Bakhtiyar Baltabaev.
