At the IV Kurultai, delegates expressed concern about the high prices of apartments from the SMC.
- Will there be an opportunity to reduce apartment prices or create additional social categories?
- We are looking to the future. Firstly, the apartments offered under the SMC program have a term of 25 years and do not require a down payment. For example, in Bishkek, for citizens on the waiting list for housing under the state program, the price per square meter ranges from $900 to $1,000, depending on the location of the residential complex. Loans are available under the "Social Mortgage" program (for single mothers, people with disabilities, guardians) and the "Subsidized Mortgage" program (for teachers, doctors, and budget workers) at 4% per annum for 25 years without a down payment.
The "Cheap Mortgage" program for private sector employees offers housing at 8% per annum for a similar term without a down payment.
Under the "Joint Construction" mechanism, the cost per square meter ranges from $1,000 to $1,400 depending on the area (turnkey). Prices are lower in the suburbs, while in central, more expensive areas, they are higher.
Shared ownership apartments are mainly intended for citizens working abroad. In this case, buyers do not need to wait in line, as they immediately pay 50% of the apartment's cost as a down payment, and the remaining amount is paid in installments over up to 15 years.
For comparison, the market price per square meter of new housing under construction in the same areas reaches $2,000-3,000. Meanwhile, SMC apartments are offered fully ready at more affordable prices.
The State Mortgage Company is forced to raise apartment prices; otherwise, it would not be able to carry out the large-scale construction projects it is currently implementing.The funds obtained from the sale of apartments to those on the waiting list and from those who immediately pay half the cost help the SMC continue its activities and implement new projects.
Sadyr Japarov also provided statistics: in 2025, housing was provided for 4,662 families, while in 2024, it was 1,197 families. Currently, 80,245 apartments with a total area of 5.4 million square meters are under construction across the country. In 2026, it is planned to put into operation 20,021 apartments:
- Bishkek - 6,323;
- Chui Region - 3,129;
- Manas - 3,219;
- Issyk-Kul - 2,266;
- Osh Region - 1,458;
- Osh - 1,454;
- Batken - 1,420;
- Naryn - 433;
- Talas - 319.
"If we were to sell apartments at cost, the company would quickly go bankrupt. Considering the 25-year term, inflation, and minimal profit, such pricing policy is necessary. Nevertheless, we will consider the possibility of creating a separate queue and providing benefits to migrants. We will also conduct additional analysis on the possibility of providing apartments to citizens with disabilities at lower prices," the president added.
