On February 5, 2026, during a plenary session of the Jogorku Kenesh, deputy Akylbek Tumonbaev drew attention to the problems with the commissioning of several real estate properties in Bishkek and Osh.

He emphasized that many properties, where people already reside, remain unaccounted for, which hinders tax revenues to the budget. "Once a house is commissioned, the construction company must pay taxes," Tumonbaev added.

The deputy suggested a possible collusion between the Ministry of Construction and construction companies to avoid paying taxes. "Who is interested in these properties not being accepted for so long?" he asked.

In response, Minister of Construction Nurdana Oruntaev assured that no one is interested in this situation.

Oruntaev also reported that until 2022, more than 200 real estate properties lacked the necessary permits, but subsequently, issues with 150 of them were resolved.

Another deputy, Mederbek Aliyev, raised the issue of the sharp rise in housing prices. He noted that ordinary citizens find it difficult to understand that prices are formed based on market conditions and numerous factors.

"People are finding it hard to live now. There is a saying on social media: 'There is life — you have to live,' but how can you live when everything has become so expensive?" he expressed his dissatisfaction.

Aliyev recalled the times when students could go to Russia for six months, earn money, and buy an apartment in Bishkek. "Now, even working their whole lives, migrants will not be able to afford housing," he added.

In his opinion, the level of housing prices in Bishkek is not even found in large cities like Istanbul or Spain. "Prices are comparable to those in Moscow," he said, mentioning that apartments of the 104 series are sold for $100,000. "Can you at least control rental prices? Students coming to study in the capital face difficulties," he emphasized.

Daniyar Amangeldiev, the first deputy chairman of the Cabinet of Ministers, noted that the State Mortgage Company is working on stabilizing housing prices.

He reminded that during his student years, about 1 million people lived in Bishkek, while now this number has increased to 2.5 million, creating a huge burden on the infrastructure.

Tumonbaev called for not mixing GIK with other issues and focusing on the problem of housing rental. Amangeldiev promised to provide a written response to this question.

Nurlanbek Azygaliev inquired about the cost of housing construction through GIK. In response, Nurlan Kudaykulov, the deputy head of the State Mortgage Company, stated that in Bishkek it amounts to 59,140 soms per square meter, while in the regions it is 64,800 soms.

When Azygaliev asked about the selling price of housing, Kudaykulov reported that it ranges from $900 to $1,400 per square meter.

The deputy expressed confusion regarding such a difference between the cost price and the selling price. "GIK must also make a profit to sustain its operations and future projects," explained the GIK representative.

Amangeldiev added that the tariffs of the State Mortgage Company are under control, and all risks are balanced by profit. He also noted that GIK apartments are sold with repairs.

"GIK was created not for profit, but to provide affordable housing for those in need," Tumonbaev emphasized.

Azygaliev also asked about the cost of housing in Kara-Balta, to which Kudaykulov replied that apartments cost $900 per square meter.

Azygaliev noted that private construction companies in Kara-Balta offer apartments for $600 per square meter, and they should also consider the cost of the land plot. "Why is housing from GIK more expensive if the plot is provided for free?" he asked.

Kudaykulov reminded that GIK apartments come with repairs, to which Azygaliev responded that the cost of repairs is only $50-100 per square meter.

In response, Amangeldiev promised to provide a detailed calculation of housing construction prices through GIK.
