Deputy and Deputy Minister Engaged in Verbal Dispute at Housing Committee Meeting

At a meeting of the committee of the Jogorku Kenesh responsible for industrial policy, construction, transport, and energy, a debate erupted between Deputy Akylbek Tumonbaev and Deputy Minister of Construction Talantbek Imanakun uulu.
The main topic of discussion was the formation of prices for services and works of the Ministry of Construction, Architecture, and Housing and Communal Services, as well as the recent rise in prices in the construction sector. Deputy Tumonbaev noted that earlier the deputy minister had ironically responded to Deputy Kunduzbek Suimanov, mentioning the construction of 680 facilities, while only 2-3 facilities were built in the past.

“In the past, there was no funding. You, as the Ministry of Construction, do not find the means, even though money is allocated from the budget. You claim to be building 680 facilities, but in fact, the work is halted. I visited the villages of Korumdu, Ichke-Suu, and Frunze during the 7th convocation of parliament, where we discussed the problem of drinking water. To this day, the work is not completed, and I have already been elected to the 8th convocation. As Kamchybek Kydyrshaevich says, the president's term is expiring. We completed our term and were re-elected. You have no control, and you are misleading people. Designers have been working on project documentation for schools and kindergartens for a whole year. Previously, the minister who held the position before Nurdana Kemelovich proposed using unified standard projects for the construction of kindergartens, schools, and hospitals. Now, an individual project is required for each facility. Why can't standard solutions be used?” the deputy expressed his dissatisfaction, adding that over 5 million soms are spent on expertise and projects.

In response, Deputy Minister Imanakun uulu clarified that issues related to drinking water had been transferred to the Ministry of Agriculture. Tumonbaev urged the deputy minister to be honest and noted that some of the works are still under the jurisdiction of the Ministry of Construction.

Imanakun uulu explained: “When 5% of the work was left, it was with us; the rest was transferred to the Ministry of Agriculture. We have only 21 water supply projects across the republic; the rest have been transferred. You say that facilities have not been built for 1-2 years, but let’s be honest—there are no such facilities. Kunduzbek Koshalievich [Deputy Suimanov] will confirm that after General Tashiev's visit to the Toktogul district, orders were given within 15 days…” he added.

Deputy Tumonbaev also expressed dissatisfaction regarding the construction of the regional hospital in Karakol and asked how much time had passed since the work began. The deputy minister, in turn, inquired who exactly initiated the construction. The deputy noted that he did not know but reminded that last year the deputy ministers and the minister himself were present at the site, giving instructions.

The deputy minister again asked whether the facility was under the control of the Ministry of Construction at that time. Tumonbaev replied that initially it did not belong to the Ministry of Construction, but was transferred to it in 2025. He inquired what had been done in a year.

Imanakun uulu responded that the construction of a new hospital next to the old one was discussed. The deputy again asked about the specific actions taken over the year.

The deputy minister explained that local self-government bodies must prepare the land plot and transfer it, after which the work will begin in the spring. Tumonbaev pointed out the readiness of the pit and platform, as well as that the minister and his deputy were on site. He asked why no work had been carried out in a year.

The deputy minister replied that the Ministry of Construction had not been allocated funds. “On what money should we build?” he repeated.

The deputy again asked why this was not openly discussed. The deputy minister responded that the application had already been submitted. “How can we build if there is no money?” he emphasized again.

According to the deputy minister, this year the facility is included in the list of those under construction, and work will begin. Tumonbaev insisted on the need to provide accurate information. “Talant myrza, it is necessary to provide correct data. You cannot shout at every deputy and intimidate them along with Nurdana Kemelovich,” he said.

The deputy minister replied that the deputy should also provide correct information. According to him, hospitals were not previously under the jurisdiction of the Ministry of Construction, but they have now been transferred to it. “People are watching live and will think that we are doing nothing,” he added.

The deputy emphasized the importance of accountability for allocated funds, the quality, and the volume of completed works. Imanakun uulu assured that he could explain why each facility is being built or not built. He also noted that over the year, 31 constructions have been completed in the Issyk-Kul region. The deputy minister added that the construction process has its peculiarities, including requirements for seismic resistance and other factors, and suggested showing a facility in Issyk-Kul that has not been built for 10 years, promising to apologize if such a facility is found.

In response, the deputy mentioned the village of Korumdu in the Tyup district, where the drinking water issue has not been resolved for 10 years. “Due to the lack of control, people drink water from ditches, dirty water, and get sick,” he emphasized, adding that he is ready to show the facility. The deputy minister responded that he is ready to go to the site with the deputy.
