The company "Engineering Protection" won a tender for 266 million soms and was supposed to lay 5.6 km of pipes to the irrigated lands — farmers raised questions.

In the Aksy district of the Jalal-Abad region, there is a threat that about 3,000 hectares of arable land may remain uncultivated if iron pipes do not arrive from Russia. The situation was reported by farmers from the rural district of Uch-Korgon.

It became known that in August 2025, work began on the replacement of old pipes at the Zhel-Tiybes site; however, new pipes have not yet been delivered in the required quantity, which has slowed down the replacement process. Farmers are concerned, as spring agricultural work will begin in the region in just a month. If irrigation water is not supplied, they may incur financial losses due to loans taken out for planting, and a significant area of land will remain unplanted.

The gathered farmers appealed to the Ministry of Agriculture and the Chairman of the State Committee for National Security, Kamchybek Tashiev, to take control of the situation and help expedite the work.

Farmer Dastan Nuradin uulu from Uch-Korgon emphasized that the lands at the Zhel-Tiybes site are rain-fed, and irrigation is carried out using old pipes from a pumping station built in the 1970s. He added that water is supplied for only four months during the season, and farmers pay these costs through the water management enterprise. Last year, the district water management office announced a tender for the system upgrade. Work began in August, but after five months, it has not been fully completed, and at the moment, it is effectively halted.

Uch-Korgon is a warm region where spring arrives early, and local farmers are already preparing for planting. For most residents, agriculture is the only source of income, and many take out loans from banks to finance their crops, which they then repay by selling their harvest. If the water supply issue is not resolved, it could lead to significant losses and the need to leave the region in search of work.

According to a representative of the water management office, it will not be possible to complete the work this year, and water will be supplied through old, worn-out pipes, which may lead to leaks and a lack of water for irrigation. Farmers fear that if water is not supplied for at least 1-2 days, the crops may perish.

The water management office of the Aksy district reported that in 2025, the replacement of pipes at the site in question was planned, with a project cost of 288 million soms. The work began, but is now suspended, as the completion deadline is set for December 2026.

Shekerbek Kamchybek uulu, head of the Aksy district water management office, clarified that two main pipeline lines with a total length of 5,600 meters have been laid at the Zhel-Tiybes site. The project was implemented by the company "Engineering Protection," which won the tender for 260 million soms. However, the pipes were ordered from Russia, and their delivery has been incomplete. Currently, trenches have been dug, but work has been suspended.

Despite this, Kamchybek uulu assured that water will be supplied in the upcoming season, and there will be no shortage. Previously, farmers also sought assistance from the leadership of the presidential representative office in the Jalal-Abad region.

In the Aksy district, there are 18,796 hectares of arable land, of which 8,400 hectares are irrigated lands. The Uch-Korgon valley is famous for its warm climate and early spring, allowing local farmers to plant vegetables and melons, which are then sold in both domestic and international markets.
