Employees of the Ombudsman Institute visited the colony after an appeal from the Media Action Platform of the Kyrgyz Republic

They held conversations with the inmates and assessed the conditions of their detention.



As part of monitoring the observance of prisoners' rights, a visit was made to colony No. 27 of the State Penitentiary Service.


The appeal, initiated by the Media Action Platform of Kyrgyzstan, concerned the urgent need to investigate reports of possible torture and cruel treatment of convicts in this institution.


The human rights organization recorded numerous violations during the inspection.


Currently, 1102 people are serving sentences in prisons, and the colony has become overcrowded, not adhering to the established norm per inmate.


According to Article 99 of the Criminal Code of the Kyrgyz Republic, each convict must be provided with living space of at least two square meters. However, in institution No. 27, this figure is only 1.6 square meters per person.


The monitoring was conducted by employees of the Center for the Prevention of Torture and Human Rights Compliance, who inspected a two-story building with two rooms on each floor.


For example, in one room of 16.5 square meters, there are 10 inmates, while in the adjacent room of 23.1 square meters, there are 14 convicts.


On the second floor, one room has an area of 26.4 square meters, housing 15 inmates, while another room of 16.5 square meters contains 10 inmates.


It is important to note that the institution was originally designed for 750 convicts, but by 2026, it is planned to increase the number of places to 2000 without constructing additional buildings.


According to current legislation, the capacity of the residential complex is determined by living space, which was emphasized in the office of the Akıykatçı.


The Ombudsman Institute sent a proposal to the State Penitentiary Service regarding the need to expand the areas in institution No. 27 in accordance with regulations.


During the monitoring, the institute's staff also conducted a survey of the convicts, three of whom filed complaints.


One of the inmates, a German citizen who was sentenced to 5 years under Article 322 of the Criminal Code, contacted the German embassy in Kyrgyzstan requesting information about his case.


Another convict requested assistance in obtaining a pardon, noting that his application for clemency submitted in December 2025 was rejected.


The staff of the Ombudsman Institute provided him with legal advice on the procedure for submitting petitions for clemency.


It was explained that a new petition can only be submitted after serving half of the sentence imposed by the court, and in the absence of new circumstances, not earlier than one year after the rejection of the previous petition.


We remind you that the akyn Askat Zhetigen appealed to the public with complaints about violations in the colony and reported that he was placed in the SHIZO after speaking with the staff of the Ombudsman Institute. His lawyer, Nurbek Toktakunov, published his letter.


In response to this appeal, the Media Action Platform of Kyrgyzstan initiated an inspection, after which the staff of the Akıykatçı office and the leadership of the State Penitentiary Service visited the colony. Following the visit, Askat Zhetigen was released from SHIZO.
