In Karakol, the administrative center of the Issyk-Kul region, one can still see many buildings constructed over a century ago. One of the most notable is the so-called "Governor's House," which is included in the list of historical and architectural monuments of Kyrgyzstan. This building became a residence for influential people and governors during the time when Russians began to settle in the region.

This two-story house, located at 138 Alyshbaeva Street (formerly known as Lenin Street), consists of 8-10 spacious rooms and has become a popular tourist attraction. Its construction began in 1871, when Karakol was just starting to develop as a city. Reports from the governor of the Jetysu region from 1914-1916 mention that a women's gymnasium was located in this building.

According to historical data, on February 22, 1910, the representatives of the city of Przhevalsk appealed to the military governor of the Semirechye region with a request to open a four-grade women's progymnasium. It was opened on October 9, 1911, and a two-story building with 10 rooms was used for this purpose.

In 1917, the local administration initiated the transformation of the progymnasium into a seven-grade gymnasium, which allowed for the opening of senior classes funded by the treasury. By October 1, 1917, the City Duma of Przhevalsk decided to create a four-grade real school, funded by the city budget and voluntary donations. This educational institution was considered one of the best in the province, and among its graduates was the mother of the famous writer Chyngyz Aitmatov — Nagima Aitmatova.

Over time, the buildings where the Kyrgyz intelligentsia studied were used for various institutions but eventually returned to the pedagogical college. A particularly striking feature is the carved balcony adorned with arches and weights, which is a characteristic detail of 17th-century Russian architecture.

In 1889, by the decree of the emperor, the city of Karakol was renamed Przhevalsk. As Kaulbars wrote, he was proud that the city was named after the famous explorer of Asia, Nikolai Przhevalsky.
The first school in Przhevalsk was opened in 1874, initially having two classes. By 1879, the number of classes had increased to four. A school called "Maktab" was also established in the Tatar mosque, where the basics of the Quran, history, and mathematics were taught.

With the beginning of the resettlement of people from the central provinces of Russia and Ukraine in 1890, the population of Przhevalsk increased and reached over 8,000 by 1897. By 1919, this number had grown to 11,610.

In 1894, the first elder of the city was elected — Nikolai Mikhailovich Barsov, who significantly influenced the city's development. At his initiative, a dramatic circle and various educational institutions were created. In 1895, a park was laid out in the city, which is now named after A. Pushkin.

Military doctor Barsov also participated in the opening of the Przhevalsk City Public Library on May 14, 1902.
On March 19, 1908, the coat of arms of the city of Karakol was approved, which was used for some time for the entire Issyk-Kul district. In 1909, the city was managed by V.A. Ivanov and his assistant A.I. Belyaev, while E.S. Lokshakov was elected as the elder. Local residents engaged in agriculture, fishing, and beekeeping, and in 1909, 5,200 poods of honey were produced in the city, which contributed to the development of trade.

In 1913, the first magazine "Przhevalsky Rural Host" was published. In 1918, 7 schools, a women's gymnasium, and four madrasahs were opened, and the city became an important center for Russian and foreign scholars engaged in the study of Asia.
On May 25, 1918, it was announced at a rally that Soviet power had been established in Przhevalsk.
