
Only on November 3, 2025, did the Ombudsman’s Institute manage to conduct an inspection. During the monitoring, serious violations were identified. At that time, there were 160 people in the center, and the sanitary and hygienic conditions were deemed unsatisfactory: the internal toilets were closed, and only three portable toilets were set up in the yard.
There is no heating system in the building, and air conditioners only work in four rooms, making most of the premises cold. The shower cabins are temporary structures located in the yard.
Despite the presence of a cook, detained foreigners are forced to prepare food themselves outside, indicating a failure of the center's management to ensure safe nutrition.
Furthermore, the Ombudsman noted the lack of access to legal assistance. Mobile phones have been confiscated from the detainees, and alternative means of communication are prohibited, depriving them of the ability to contact relatives, lawyers, and translators. This violates Article 61 of the Constitution of the Kyrgyz Republic and Article 13-1 of the law "On Guaranteed State Legal Assistance".
As a result of the monitoring, the Ombudsman’s Institute sent an official appeal to the Cabinet of Ministers, proposing measures to address the identified problems.
In December 2025, the institute received a request from the lawyers of the detainees, after which the staff went out for another inspection, but again faced refusal of entry and a meeting with the applicants, requiring additional permission. The fact of repeated denial of access was documented and sent to the General Prosecutor's Office.
In this regard, the Ombudsman’s Institute calls on the Ministry of Internal Affairs to take action against officials obstructing the lawful activities of the Ombudsman and the transparency of the work of the Temporary Detention Center for Foreign Citizens.
