The Ombudsman of Kyrgyzstan reported that the institute's employees were denied access to the territory of the Temporary Detention Center for Foreign Citizens twice.

Jamanbaeva noted that the institute's employees were denied access to the center twice, which is a direct violation of the law that guarantees unhindered access to places of detention. The Ombudsman's Institute considers these refusals as a disturbing signal indicating possible attempts to conceal violations of the rights of detainees.

On October 28, the institute's employees attempted to conduct an inspection of the conditions of detention of detainees; however, they were denied access by the supervising authority. An act was drawn up regarding this incident and sent to the General Prosecutor's Office.

In response, the military prosecutor issued a representation to the authorized state body demanding the elimination of legal violations. As a result, one of the officials was subjected to disciplinary action.

Only after this, on November 3, 2025, the Ombudsman's Institute was able to conduct monitoring in the center, where serious violations of the conditions for the detention of foreign citizens were identified. At the time of the inspection, there were 160 people in the center, and the sanitary and hygienic conditions were deemed unsatisfactory. The toilet facilities were closed, and only three portable toilets were installed in the yard.

The building of the center consists of two blocks without heating, with air conditioning working only in four rooms. In the other rooms, it was cold as the equipment was inoperative.

The shower cabins located outside were built in a makeshift manner. There was no reliance on the staff cook, as foreigners prepared food outside, which indicates a failure to fulfill the duties of ensuring safe nutrition.

Furthermore, the detainees were deprived of access to legal assistance and communication, as their mobile phones were confiscated, violating their right to communicate with relatives and lawyers, and contradicting Article 61 of the Constitution of the Kyrgyz Republic and Article 13-1 of the Law of the Kyrgyz Republic "On Guaranteed State Legal Assistance".

As a result of the monitoring, an official appeal was sent to the Cabinet of Ministers of the Kyrgyz Republic with a proposal to take measures to eliminate the identified violations.

In December 2025, the Ombudsman's Institute received an appeal from the detainees' lawyers, and the employees again went to the center. However, they were once again denied access, and additional permission was demanded at the checkpoint. As a result, an act of obstruction was drawn up, which was also sent to the General Prosecutor's Office.

The Ombudsman's Institute calls on the Ministry of Internal Affairs to take action against officials who obstruct the lawful activities of the Ombudsman and ensure transparency in the operations of the Temporary Detention Center.
