Ombudsman visited the women's colony in the village of Stepnoye: inmates requested assistance with parole

Ombudsman Jamiliya Dzhamanbaeva visited Institution No. 2, located in the village of Stepnoye, to assess the conditions in which incarcerated women are held.
According to the information from the institute's press service, she inspected the colony's infrastructure, including the children's home, medical point, kitchen, and dormitories.
During her visit, the akiykatshi met with women, including minors and foreign citizens serving their sentences.
Approximately 40 women took the opportunity to meet with the akiykatshi during a personal reception. They received legal advice and were able to submit written appeals.
Many of the inmates expressed hope for assistance in obtaining parole. Some complained about difficulties in obtaining probation, as well as issues with the incorrect accounting of time spent in the pre-trial detention center (one day in the detention center is counted as two).
Women wishing to appeal court decisions turned to the akiykatshi for legal assistance and support from a lawyer.
Two inmates requested assistance in obtaining passports, as they only had old-style documents.
Among the inmates convicted of fraud, there was dissatisfaction regarding the fact that parole is not granted until 75% of the damages to the victims are paid.
According to the women, they mainly receive only household soap as personal hygiene products, while other items are provided irregularly.
There is a sewing workshop and a bakery operating within the colony. The inmates also work in the kitchen, hairdressing salon, and store. During the discussions, the women did not complain about working conditions and noted that their wages had recently been increased.
In the colony, there is a children's home where five mothers live with children under three years old. The youngest among them is only two weeks old. The mothers reported that they are provided with everything necessary.
However, the women noted a shortage of medications, especially for elderly inmates.
In the medical point, seven women are undergoing treatment, including a 69-year-old inmate diagnosed with stage three cancer, who is requesting assistance for release on health grounds.
The institution holds 18 foreign citizens from Kazakhstan, India, Uzbekistan, Tajikistan, and other countries, some of whom have requested extradition to their homeland.
In total, there are 292 women in the colony aged from 17 to 78 years: 248 of them are serving sentences in a general regime, 22 in strict conditions, and 34 in a strict regime.
As a result of the monitoring of complaints, the akiykatshi will send recommendations to the relevant state authorities.
The Chairman of the GSIN Chyngyz Kozhoshev was also present during the visit.
