Marlen Mamataliev, the speaker of the Jogorku Kenesh, announced the introduction of a new regulation that will significantly limit the ability of deputies to speak from the podium.


According to his statement, the right to request 10 minutes for a speech will now be granted exclusively to leaders of deputy groups. These leaders are required to notify in advance about the topic of their speech.


To illustrate the new procedure, Mamataliev referred to the practice of the UK Parliament, where deputies are obliged to inform the speaker and colleagues in advance about the topic of their speech before being granted permission to speak.


"A procedure will be established in the future," the speaker noted, adding that this innovation will help prevent the abuse of the podium for personal or insignificant statements.


This statement followed criticism from deputies who pointed out that Mamataliev allowed Eurlan Kokulov to use the podium for personal disputes.


The speaker clarified that Kokulov is not a member of any deputy group, so under the current regulations, he has the right to request 10 minutes for a speech.
