The question of establishing a municipal sports association was included in the agenda of the XIX session of the Osh City Council, which took place on March 4. However, a final decision has not yet been made. “We submitted a proposal for the creation of a municipal volleyball club under the mayor's office of Osh to the city council. However, the deputies recommended making several amendments and presenting the project at the next session. As a result, the consideration of the issue was postponed,” explained Masuda Aydarbekova.
According to the vice-mayor, the main goal of the initiative is to promote sports and attract youth to a healthy lifestyle. The decision to create the club is based on the preferences of the residents themselves.
During preliminary informal surveys, it was found that volleyball is one of the most popular sports among the residents of Osh. Many citizens expressed a desire to establish a professional base for the development of this sport.
The mayor's office proposes a combined funding model that will minimize the burden on the local budget:
- Budget allocations. It is proposed to allocate about 5 million soms per year. Budget funds will only cover the salaries of the director and accountant.
- Self-financing basis. The club will operate on the principles of self-sufficiency.
- Additional sources. Funds are planned to be raised through sponsorship support, investment projects, and other legal sources of financing.
- Payments to athletes. Payment for players' services will be made on a fee basis, depending on performance and participation activity.
As the vice-mayor stated, the creation of the club with the support of the municipality will serve as an incentive for the development of volleyball, considering the high potential and large number of enthusiasts of this game in the city.
