Municipal taxi in Osh has not justified itself, so the investor took back the cars, - city hall representative

On March 4, during the next session of the Osh City Council, the issue concerning the municipal taxi service of the city was discussed.

Deputy from the "Jaan Kyrgyzstan" faction Ulukbek Ikhtiyarbek uulu raised the topic of the municipal taxi service, inquiring:

“What is the fate of ‘Osh Taxi’? Last year, a taxi service was created by the mayor's office, is that correct?”

In response, Deputy Mayor Masuda Aydarbekova said:

“The municipal enterprise ‘Osh Taxi’ was transformed into the transport management service of the mayor's office. During this process, the municipal parking lot was closed, and its functions were transferred to the new service.”

Ulukbek Ikhtiyarbek uulu:

“We understand this, but how much funding was allocated for this project?”

Masuda Aydarbekova:

“No budget funds were allocated for the taxi service.”



Ulukbek Ikhtiyarbek uulu:

“But where did the 50 cars come from then?”

Head of the Urban Planning and Municipal Property Department of the Osh Mayor's Office, Mirlan Kazybay uulu explained:

“At that time, the cars were brought in by an investor. However, since the project did not meet expectations, the investor took them back. There were no expenses from the budget.”

Ulukbek Ikhtiyarbek uulu:

“Were the cars transferred to the mayor's office's balance or were they used without being registered on the balance?”

Mirlan Kazybay uulu:

“They were not registered on the balance. Initially, the cars just stood idle, then they operated for 1-2 weeks, but since the project did not prove itself, they were taken back.”

According to reports, the new municipal taxi service in Osh was launched on August 27, 2025.

According to information from local authorities, initially, 20 cars were put into operation, and now, after adding 10 cars transferred from the city of Jalal-Abad, more than 30 new cars are operating in the taxi service. All vehicles are electric or hybrid. Currently, an application for the service is being developed, and the appointment of a director has not yet been determined.

The creation of the taxi service is expected to contribute to increasing the city's budget revenues. The mayor's office has signed an agreement for the free use of the application for 6 months. If the results are not satisfactory, alternative options for operation will be explored.

In September 2025, information emerged that Osh plans to obtain an additional loan of 1 billion soms from the republican budget. The issue of agreeing to receive the budget loan and securing it with collateral was discussed at the city council session.

Head of the Finance Department Kanaybek Abdykadyrov reported on plans to obtain 1 billion soms for the development of the city's infrastructure, with the Osh bus station serving as collateral.

“The loan will be for 6 years, and the interest rate will be 1%,” the city's chief financier clarified.

Former mayor of Osh Jenishbek Toktorbaev stated that in September of last year, the municipal taxi service generated income ranging from 25,000 to 35,000 soms per day.

“We also acquired 4-5 tow trucks, which provide an income of 45,000 to 50,000 soms daily. We also purchased 30 charging stations for electric vehicles, of which 10 have already been installed. If we manage to do it, we will put them into operation on Friday or Saturday, which will add another 5,000 to 7,000 soms in daily income,” he noted.

“Our goal is to improve the mayor's office budget and provide services at a higher level than private companies,” the mayor added.

At the end of July 2025, Toktorbaev reported that 119 units of special equipment had arrived in Osh, purchased with 500 million soms allocated from the state budget.

“Thanks to the support of President Sadyr Nurgozhoevich [Japarov] and the Chairman of the State Committee for National Security Kamchybek Tashiev, the city was allocated 500 million soms. With this funding, 119 units of special equipment were purchased. We will discuss the terms of cooperation with the patrol police [Osh City Department of Internal Affairs]. Instead of private tow trucks, our equipment will operate in the city. Of the 2,500 soms fine, 1,500 will go to the city budget,” he concluded.
