The Central Election Commission has completed the candidate registration process for the elections of deputies to the Jogorku Kenesh. As a result, 467 individuals have been registered, including 276 men and 191 women.

The CEC received 589 applications from citizens across 30 electoral districts, where three deputies will be elected. 67 applications were withdrawn, and 55 candidates were denied registration due to non-compliance with the election legislation requirements.

Criminal Cases, Convictions, and Connections to Organized Crime

Jalolidin Nurbaev
Jalolidin Nurbaev, representing district No. 5, was denied registration as a candidate for the Jogorku Kenesh due to a conviction for serious crimes that are subject to exclusion. In 2006, a case was initiated against him for illegal drug trafficking, and in 2021, another case was opened under a different article, which was also terminated.

Nurbaev was previously a deputy of the Jogorku Kenesh of the 7th convocation from the Aravan district.

Shailoobek Atazov, representing district No. 6, was denied registration.

According to the Ministry of Internal Affairs, he has been listed as a member of an organized criminal group since 2024, and the Border Service of the GKNB reported that Atazov spent 260 days outside the country. A criminal case has also been initiated against him for financing an organized criminal group.

Kudret Maripovich Taychabarov, district No. 19, was denied registration on November 6 at the CEC meeting.

According to information, he was registered as a person connected to an organized criminal group after a photograph appeared with criminal authority Kamchy Asanbek. Taychabarov claims that the photograph is related to resolving issues for entrepreneurs in the SEZ "Bishkek" and does not confirm his affiliation with an organized criminal group.

On November 7, he was detained by the Ministry of Internal Affairs in connection with possible ties to members of an organized criminal group.

Sherakhmadu Alibekov, district No. 3, was denied registration as a candidate for the Jogorku Kenesh due to a conviction, including those that have been expunged or canceled.

Ilyas Amangaziev, district No. 25, was denied registration.

The Issyk-Ata District Department of Internal Affairs checked the fact of his photograph with criminal authority Kamchy Asanbek (Kolbaev). During interrogation, he confirmed that he was indeed depicted in the photo with Kolbaev.

Based on the law stating that a person involved in an organized criminal group cannot be a candidate, he was denied registration.

Nurbek Mukhtarov, district No. 27, was denied registration.

The working group established that he does not meet the legal requirements as he had a conviction, including those that have been expunged or canceled. Mukhtarov confirmed this information at the working group meeting.

Ruzmakhammed Isabaev, district No. 9, was denied registration as a candidate for the Jogorku Kenesh.

The working group found that he had previously been registered as a person involved in an organized criminal and armed group.

Nurlanbek Pusurov, district No. 9, was denied registration as a candidate for the Jogorku Kenesh.

The working group established that he was registered as a person involved in an organized criminal group from 2011 to 2019.

Venera Saparbekovna Koichieva, district No. 29, was denied registration as a candidate for the Jogorku Kenesh.

The reason is that she did not reside in the country for the last 5 years before her nomination, as confirmed by the data from the Border Service of the GKNB.

Damirbek Abdivali uulu, district No. 12, was denied registration as a candidate for the Jogorku Kenesh.

The reason is that she held positions in religious organizations from 2022 to 2024, and individuals engaged in religious activities cannot participate in elections for five years after their cessation.

Mirlan Payazidinovich Nurbaev, district No. 5, was denied registration as a candidate for the Jogorku Kenesh.

The reason is that the working group determined that he had been engaged in religious activities in recent years as the director of the religious funds "Aravan Zeket" and "As-Safa," which prohibits him from running for office for 5 years after ceasing such activities. Nurbaev claimed that he is not a religious figure.

Due to the Electoral Fund

The denial was due to candidates not opening an electoral fund or opening it but not contributing funds. Out of 34 candidates, 14 opened an electoral fund but did not contribute funds and did not provide the necessary documents, while the others did not open an electoral fund.
