According to the election law, specifically Article 62-1, concerning "The electoral fund of a political party that nominated candidates for deputies of the Jogorku Kenesh in multi-mandate electoral districts", the total amount that can be received and spent by a candidate's electoral fund must not exceed 20 million soms, which is more than 200,000 calculated indicators.
This amount includes payment for the work of the headquarters, campaigners, as well as expenses for printing and producing campaign materials. Each candidate is required to provide weekly reports on their expenses and revenues, not exceeding the established limit.A study conducted by Kaktus.media revealed both the most generous candidates and those who spent the least on campaigning. Note that some candidates listed expenses for registration with the Central Election Commission amounting to 300,000 soms as a separate bank payment. Additionally, some had refundable payments, but they did not significantly affect the overall picture.
Leaders in Spending
Based on the collected data, Kaktus.media compiled a ranking of candidates from various districts who received the maximum funds for their campaigning activities.The top three leaders included Nurbek Alimbekov, Meder Chotonov, and Zhyldyz Talaybek kyzy, who had more than 18 million soms recorded in their accounts. However, actual expenses turned out to be significantly lower, which changed the order of the leaders. The final list included Meder Chotonov, Toygonbay Abdykadyrov, and Aibek Altynbekov.
Interesting Facts
Among the candidates, there are also those who spent more than they received. Their number is nine. A specialized group from the Central Election Commission must check them for possible violations.Some candidates, such as Mirgul Rasul kyzy (district No. 16) and Aibek Saipov (district No. 13), did not publish data on their revenues at all, although their expenses are indicated.
On average, candidates spend about 1 million soms on their campaigning efforts. Funding comes both from the candidates themselves and in the form of voluntary donations from individuals and legal entities.
According to the Deputy Chairman of the Central Election Commission, Bakhaдыр Konurov, the system may not fully reflect the data, but all candidates submitted reports.
