The Central Election Commission (CEC) held a meeting on November 21, during which it discussed violations committed by candidates for the Jogorku Kenesh during the election campaign, as well as an incident involving the insult of one of the candidates.
According to information provided by the CEC, a decision was made to impose fines on several candidates. Emilbek Abdykadyrov (district No. 22), Nurkan Koichumanov (district No. 12), and Zhyrgalbek Samatov (district No. 10) were fined for violating election rules. Additionally, Bekbolot Arzibaev (district No. 6) received a fine for publishing materials that disgrace the honor of his opponent Altynbek Kudayberdiev.

The CEC working group dealing with voter information and campaigning monitored social media and found that the user emilbek_abdykadyrov had posted photo and video materials that violated campaign conditions. These contained information about the candidate's professional activities, which contradicts electoral legislation prohibiting the dissemination of such information during campaigning.

As for Koichumanov and Samatov, they also violated the law by conducting campaign events and distributing materials near high-voltage power lines. This violation was confirmed by photographs that were circulated via WhatsApp.

Regarding the situation with Arzibaev, the authorized representative of Kudayberdiev, A.A. Adambaev, filed a complaint with the CEC, stating that Arzibaev spread slander during meetings with voters.

As a result of the CEC meeting, based on the recommendations of the Working Group, a decision was made to impose administrative fines: for Abdykadyrov, Koichumanov, and Samatov — 75 calculation indicators (7500 soms), and for Arzibaev — 125 calculation indicators (12,500 soms).
