As noted by A. Zakirov, an expert from the legal department, the working group conducted monitoring of social media and found that Talai Ashkanbaev had published videos on Instagram containing defamatory information about candidate Erkeaiym Seitkazieva, who represents district No. 25.
During the working group meeting, Ashkanbaev claimed that Seitkazieva, while serving as the akim of the Issyk-Ata district, made illegal decisions. He also stated that he had contacted law enforcement agencies to request verification of the legality of these decisions, but no confirmation of their illegality was obtained.In addition, the issue of violations by candidates during the election campaign was brought up for discussion by the CEC. According to Zakirov, candidate Nurkan Koichumanova, representing the multi-mandate electoral district No. 12, began her campaigning on Facebook before the established deadline and even published photographs with the president.
Also, according to information from the working group, on November 8, before the start of the election campaign, a campaign banner for candidate Jumabek Salymbekov was installed in one of the sports complexes.
The CEC received information about violations from the Internal Affairs Department of the Sverdlovsk district of Bishkek concerning candidate Kazybek Ergeshov. Zakirov noted that Ergeshov's authorized representative, N. Jumabekov, disseminated information in a WhatsApp group for residents of the village of Ala-Archa stating that, at Ergeshov's initiative, the mayor's office had renovated a children's playground, laid sewage, and increased electricity limits for heating.
Jumabekov added that he did not realize he was violating election conditions and later deleted his message from the group.
During the CEC meeting, Jumabekov asked to punish him instead of the candidate, claiming that the message was initiated by him without Ergeshov's instructions. CEC Chairman Tynchtyk Shainazarov noted that while Jumabekov was acting correctly, the legislation still places responsibility on the candidates.
