Candidate for the Housing Council in District N1 issued a warning, and a fine imposed on his authorized representative

The Central Election Commission, at its meeting on November 25, reviewed a statement submitted by citizen Kamchybek Asanov, in which he demanded measures be taken against the candidate for the Jogorku Kenesh from district No. 1, Ismanali Joroev, for alleged violations of electoral legislation.

Asanov claimed that during the election campaign, Joroev distributed money to voters, which constitutes a violation of the law. In response, Joroev's authorized representative, Baymurat Bekmuratov, also addressed the CEC with a statement. He indicated that Asanov was spreading false materials that tarnished the candidate's honor and requested measures be taken against Asanov.

On November 18, Asanov sent a message to the Internal Affairs Department of the Leilek District to initiate the appropriate investigative actions, but the initiation of a criminal case was rejected. All participants in the incident were questioned, and as a result of the investigation, it was found that the individuals mentioned in the statement were transferring money unrelated to the election campaign. It was also confirmed that Asanov received cash from Joroev's election headquarters. The lawyer noted that measures could be applied in this situation in accordance with electoral legislation.

The CEC reminded that a candidate's registration may be annulled if funds exceeding 0.5% of the total amount of contributions to the election fund are used during the financing of their campaign. During the investigation, the Leilek ROVD established that the candidate's fund amounted to 1,871,420 soms, while as of November 24, the total amount of contributions to the fund reached 6,869,420 soms.

At the meeting of the CEC Working Group on November 24, all interested parties were present: applicant Asanov, senior investigator of the Leilek ROVD investigative service S. Janazakov, as well as authorized representatives of Joroev — Bekmuratov and Abdisalamov. At the meeting, Asanov confirmed that he received 10,000 soms from one of the candidate's staff members.

The Working Group recommended imposing an administrative fine of 75 calculated indicators (7,500 soms) on Bekmuratov in accordance with Article 65 of the Code of Offenses, while a warning was issued to candidate Joroev.

As a result, guided by electoral legislation, the CEC ordered an administrative fine of 75 calculated indicators to be imposed on Bekmuratov, while Joroev received a warning.
