
The Central Election Commission of the Kyrgyz Republic reviewed the appeal of citizen Kamchybek Asanov regarding the candidate for electoral district No. 1, Ismanali Joroev. This meeting took place on November 25 and concerned the alleged violation of electoral legislation.
The applicant, K. Asanov, claimed that I. Joroev distributed money to citizens during his election campaign, which is a violation of the law. He requested that the CEC take appropriate measures against the candidate.
In response, the authorized representative of I. Joroev, Baymurat Bekmuratov, also submitted a statement. It claimed that K. Asanov was disseminating materials containing elements of black PR that demeaned the candidate's honor, and he requested measures against Asanov.
In connection with Asanov's statement, a request for an investigation was sent to the Internal Affairs Department of the Leilek District on November 20; however, a criminal case was not initiated. All parties were interrogated, and it was found that the citizens mentioned in the statement transferred money several times unrelated to the election campaign. It was also established that K. Asanov received money from the election headquarters of I. Joroev. These circumstances allowed the CEC to consider the possibility of applying measures in accordance with the law.
According to the current electoral legislation, a candidate's registration may be canceled if the funds used to finance the campaign exceed 0.5% of the total amount of contributions to the election fund.
According to the Leilek Internal Affairs Department, the candidate's fund amounted to 1,871,420 soms. As of November 24, the total amount of funds received in the fund reached 6,869,420 soms.
At a meeting of the working group held on November 24, all parties were heard: K. Asanov, senior investigator S. Janazakov, as well as authorized representatives of I. Joroev, including B. Bekmuratov and A. Abdisalamov.
K. Asanov confirmed that he received 10,000 soms from an employee of I. Joroev's election headquarters.
The working group proposed to impose an administrative fine of 75 calculated indicators on the authorized representative of the candidate, B. Bekmuratov, and to issue a warning to the candidate himself, I. Joroev.
As a result, based on electoral legislation, the CEC decided to impose an administrative fine on B. Bekmuratov and issued a warning to I. Joroev.
