The Central Election Commission of the Kyrgyz Republic denied Nurlanbek Pusurov registration as a candidate for the Jogorku Kenesh

On November 6, the Central Election Commission of Kyrgyzstan (CEC) rejected the application of Nurlanbek Davletakunovich Pusurov for registration as a candidate for the Jogorku Kenesh from the multi-mandate electoral district No. 9, who was nominated independently.

Pusurov submitted his declaration of intent to run on October 23, 2025. At the meeting of the Working Group for the verification of electoral documents held on November 6, he was heard and discussed.

As a result of the group's work, it was established that the candidate did not meet the requirements set by law. This became the basis for the proposal to deny his registration to the CEC.
According to information provided by the Main Department of Criminal Investigation of the Ministry of Internal Affairs of the Kyrgyz Republic on October 30, 2025, N. Pusurov was under preventive registration as being associated with an organized criminal group and an armed group during the period from 2011 to 2019.

Furthermore, at the request of the CEC of the Kyrgyz Republic, information was obtained from the Department of Quality of Education of the Ministry of Education, which confirmed that the diploma of higher education issued by Osh State University on June 25, 2000 (series No. CD 200062362) is invalid.

According to part 11 of article 61 of the Constitutional Law of the Kyrgyz Republic "On the Elections of the President and Deputies of the Jogorku Kenesh of the Kyrgyz Republic," the existence of facts regarding connections with an organized criminal group or an armed group is grounds for denying the registration of a candidate.

Considering all the above circumstances and relying on part 4 of article 59 and part 11 of article 61 of the same law, as well as articles 3, 4, and 8 of the Constitutional Law of the Kyrgyz Republic "On the Central Commission for Elections and Referendums," the CEC of the Kyrgyz Republic decided not to register Nurlanbek Davletakunovich Pusurov as a candidate for the Jogorku Kenesh from the multi-mandate district No. 9.
