Sadyr Japarov addressed the deputies of the Jogorku Kenesh of the VIII convocation and made a number of important calls.

President Sadyr Japarov opened the first session of the deputies of the new convocation of the Jogorku Kenesh VIII on December 17. Members of the Cabinet of Ministers were also present at the event.

In his speech, the head of state noted:

“Dear deputies of the Jogorku Kenesh of the Kyrgyz Republic of the eighth convocation! I congratulate you on your election to such a responsible position! Now you will represent the interests of the people, having sworn allegiance to serve them.

I wish you to remain true to this oath. I am confident that you will work with sincerity and selflessness for the good of the people and the state.

Today I am here to emphasize the uniqueness of this parliament, which was formed according to new laws and underwent a popular selection.

I also want to congratulate you on taking the oath and discuss our future cooperation.

Allow me to briefly remind you of the history of the Kyrgyz parliament. You know that the first legislative body of the country, which adopted the Declaration of Independence, became the foundation for the democratic development of Kyrgyzstan and was called the “legendary parliament.”

With the adoption of the new Constitution, our parliament was renamed the Jogorku Kenesh. This body, consisting of 350 deputies, played an important role in overcoming the totalitarian regime and adopting key regulations that became the foundation of sovereign Kyrgyzstan.

Unfortunately, disagreements between the authorities and the parliament during that period led to its dissolution. In 1995, the Jogorku Kenesh of the first convocation was formed, which was transformed into a bicameral parliament in 2000.

Then, in 2005, a new model was adopted, and 75 deputies were elected to a unicameral parliament from single-member districts. I myself was among the elected and began my political journey at that time, witnessing many events and gaining experience.

As you know, the Jogorku Kenesh of the third convocation was dissolved in the fall of 2007 by the then-president Bakiyev. After that, the main legislation changed again, and a new parliament was elected based on a party system.

However, this parliament also did not last long. The revolution of 2010 led to its dissolution, after which a parliamentary form of government was established. Unfortunately, due to a lack of experience and personal interests, this system opened the door to abuses and significantly increased the level of corruption in politics.

In 2010, leading the Ata Jurt party, I was elected as a deputy and saw how corruption and political trading were actively manifested in parliament. Parties were effectively dividing the country among themselves, turning positions into items of trade.

Unfortunately, the personnel policy was in a deep crisis, which led to many positions being occupied by unqualified individuals. This negatively affected the professional staff, who left the country in search of better opportunities.

Since gaining independence, the issue of personnel training has not been raised. It was only possible to get a job in the civil service through connections, which led to the loss of qualified specialists.

In response to these challenges, in 2023 we opened the “Akyiman” school in Cholpon-Ata, where we select talented children from all over the country, develop their abilities, and direct them to study at the best universities. Graduates of this school will be guaranteed employment in government structures.

Today, 260 students are studying at the Akyiman lyceum, and in the future, we plan to open similar lyceums in all regions of the country.

It is important that we stop repeating the mistakes of the past related to corruption and ineffective personnel policy. Let us work for the good of our people and state, and not allow previous negative practices.

I urge you, esteemed deputies, not to repeat the mistakes of your predecessors and to act in the interests of society. Work on the development of Kyrgyzstan and strive to improve the political culture.

In conclusion, I would like to once again congratulate you on your election to the Jogorku Kenesh and wish you success in your work!”
