Sadyr Japarov: There were lobbyists, corruption, and even representatives of organized crime groups in parliament

The President made a statement at the first session of the VIII convocation of the Jogorku Kenesh


Sadyr Japarov presented his assessment of the political situation in the country since gaining independence, highlighting the important role of parliament and the consequences of the party system.

The head of state reminded of the significance of the "legendary parliament," which adopted the Declaration of Independence, marking a foundational moment for the formation of Kyrgyzstan as a democratic state. It was then that the foundations for the legal, political, and economic structure of a sovereign state were laid, and parliament became known as the Jogorku Kenesh.

"The parliament of 350 deputies destroyed the totalitarian regime during a difficult period and adopted important legislative acts that became the basis of independent Kyrgyzstan," he noted.

Nevertheless, Sadyr Japarov emphasized that serious conflicts between the branches of power had already emerged at that time, ultimately leading to the premature dissolution of parliament. In the following years, the form of parliament constantly changed—from a bicameral system to single-member districts and party lists.

The President recalled that in 2005 he became a deputy for the first time and has since observed the internal processes of the legislative body.

"I witnessed chaos, political corruption, and the trading of positions," he noted.

He particularly criticized the parliamentary governance established after the events of 2010, stating that it was then that political corruption reached its peak.

"Cases of selling the first ten places on party lists for amounts up to one million dollars were commonplace. Personnel policy was in crisis, and positions were sold openly," the president added.

He also pointed out that ministers and prime ministers were effectively subordinate to parliamentary factions rather than the President, as the latter made key personnel decisions.

"With such a model, it was impossible to act in the interests of the state. The country was on the brink of collapse," he stated.

Furthermore, the President noted that as a result of party lists, individuals associated with organized crime entered parliament.

"Not only lobbyists and representatives of oligarchs made it to the Jogorku Kenesh, but also members of criminal groups," he emphasized.

Sadyr Japarov also criticized the populist actions of some politicians who, in his opinion, made loud statements for personal gain without considering the consequences for the country and its international relations.

"Laws were created in the interests of individuals—for money, in favor of oligarchs, or even foreign states. We openly call this political corruption," he stated.

In conclusion, the President noted that all these factors led to a decline in citizens' trust not only in parliament but in the entire system of power in the country, which became one of the reasons for the deep political crisis.
