President Sadyr Japarov emphasized during a meeting of the Jogorku Kenesh that one of the reasons the country has lagged behind its neighbors since gaining independence is insufficient personnel policy.
He noted that after the proclamation of independence, the issue of training specialists was completely ignored. Currently, the "Akyiman" lyceum has been opened in the country, aimed at preparing future personnel for public administration.
“Previously, only those with connections to high-ranking officials or relatives could claim government positions. The criteria of professionalism did not concern anyone, which led to a brain drain of qualified specialists abroad,” the president stated.

Sadyr Japarov also reported that graduates of higher educational institutions will be guaranteed employment by the state. The relevant law was passed and came into effect last year.
“We took this step in advance so that our graduates do not face employment problems in the future due to the lack of necessary laws or phrases like ‘no vacancies.’ We do not want them to go abroad in search of work, as we are investing billions in their education with the aim of forming the future managerial elite,” the head of state noted.
Currently, 260 talented children from all corners of the country are studying at the "Akyiman" lyceum. There are plans to open similar lyceums in each of the seven regions. Construction is currently underway in Talas and Jalal-Abad, and in the coming years, schools will be opened in Osh, Batken, Chui, and Naryn regions, each of which can accommodate up to 300 students.
“We have already begun preparing personnel for the 22nd century — those who will take the future of our country into their own hands. It will take about 30-40 years for this new generation of educated young people, who graduate from our schools and leading global universities, to completely replace the old generation in government and municipal positions,” Sadyr Japarov added.
“We are already monitoring these areas and implementing a long-term state personnel policy,” he concluded.
