Religion, Organized Crime Group, Criminal Record. Why the CEC Refused Registration to Some Candidates

The Central Election Commission (CEC) registered 467 candidates to participate in the elections for the Jogorku Kenesh, including 276 men and 191 women.

589 citizens submitted statements of intent to participate in the elections, but not everyone succeeded in passing the registration. Some candidates voluntarily withdrew from participation.
For various reasons, more than 100 candidates were unable to continue their fight for mandates.

Absence from the Country


The CEC paid special attention to the legal requirements stating that a candidate must have resided permanently in Kyrgyzstan for at least five years prior to the elections. Seven individuals did not meet this criterion and were denied registration.

Kurmanbek Jooshbaev (born in 1996), the general director of OJSC "Motion Group" (district No. 3), was not in the country from February 28 to October 27, 2022.

Rakhima Asanova (born in 1970), a pensioner (district No. 19), was absent from Kyrgyzstan from October 12, 2021, to June 20, 2022, according to the Border Service data.

Venera Koichieva (district No. 29) spent 269 days outside the country from October 20, 2021, to October 10, 2022, and then another 186 days from October 26, 2022, to October 13, 2023. She is known as a journalist who previously worked as the chief producer of the BBC's Kyrgyz service in London.

Damirbek Abdivali uulu (district No. 12) was also not registered due to residency requirements, having spent 232 days abroad in the last year.

Candidates Emil Zhaichiev and Tanzilya Temirova (district No. 12), as well as Aydarbek Abdibait uulu (district No. 4), also failed to register due to prolonged absence from the country.

CEC Chairman Tynchtyk Shainazarov previously expressed the possibility of revising this requirement in the future.

Criminal Record


Now, not only individuals with unresolved criminal records are barred from the elections, but also those with expunged convictions or criminal cases closed on non-rehabilitative grounds.

The CEC denied registration to Jalolidin Nurbaev (district No. 5), an incumbent deputy, due to the presence of closed criminal cases.

One case was opened in 2006, and another in 2021. Both cases were closed.

Nurbaev filed a complaint with the Bishkek Administrative Court against the CEC's decision, claiming that the criminal cases mentioned by the commission do not exist.

Sherakhmad Alibekov (district No. 3) and Dilyafruz Rakhmanova were also not registered due to their criminal records.

Connections to Organized Crime Groups


Shayloobek Atazov, a former deputy, was not allowed to participate in the elections for the multi-mandate electoral district No. 6. He is registered as being connected to an organized crime group.

According to the Ministry of Internal Affairs, Atazov was absent from the country from March 13 to November 29, 2024.

Bolotbek Duyshenaliev, who ran for district No. 14, also received a denial due to connections with organized crime groups, being registered since 2011.

The CEC did not register Ruzmakhammed Isabaev (district No. 9) due to his connection with an organized crime group from 2015 to 2019.

Nurlanbek Pusurov, who submitted his candidacy for district No. 9, was also registered with the Ministry of Internal Affairs and could not verify the authenticity of his higher education diploma.

Some candidates withdrew from the elections, totaling 67 individuals.
