During the major renovation of the "Petropavlovsky" canal, which is being carried out in the Jayil district of the Chuy region from 2022 to 2024, the State Committee for National Security of the Kyrgyz Republic (GKNB KR) discovered serious violations of urban planning legislation, as well as facts of misappropriation of budget funds. As a result of these actions, the state incurred damages amounting to 12 million soms.
As part of the ongoing investigation, R.M.O., born in 1965, who holds the position of head of the state institution "Chuy Basin Water Resources Management" under the Water Resources Service of the Ministry of Water Resources, Agriculture, and Processing Industry of the Kyrgyz Republic (previously served as acting director of the Water Resources Service), has been detained. The detainee is currently in the temporary detention facility of the GKNB KR.
Investigative actions are currently underway to identify other individuals who may be involved in this case.
