The initiative to abolish the value-added tax (VAT) for cinemas belongs to the Ministry of Culture, Information, Sports, and Youth Policy of Kyrgyzstan. As reported by the director of the state institution "Kyrgyzfilm," Almaz Tulekeyev, this measure is aimed at supporting the development of film screenings in the country.

According to him, it is planned that starting from 2026, cinemas that currently pay 12% VAT will be able to avoid this tax burden. "This will be a significant help for the industry, as it will free them from substantial financial obligations," Tulekeyev explained.

He added that thanks to this exemption, cinemas will be able to invest funds in improving service quality, upgrading equipment, and opening new halls, especially in less populated regions.

In addition, the ministry plans to create a unified automated information system (UAIS) for accounting sold tickets, which will make the process more transparent and facilitate administration under the new tax conditions.
