The document emphasizes that there are significant problems in the area of state regulation of business, which negatively affect entrepreneurial activities and the business climate. This, in turn, leads to a decrease in trust from the business community and a reduction in economic activity in the country.
To improve the conditions for doing business and create a more attractive investment climate, as well as to limit excessive interference by government bodies in the activities of entrepreneurs, it is proposed to introduce a moratorium on inspections conducted by law enforcement and other authorized bodies until December 31, 2026. Exceptions will include inspections:
- within the framework of criminal and civil proceedings;
- based on applications from the entrepreneurs themselves;
- at the request of foreign government bodies;
- based on appeals from individuals and legal entities;
- based on media reports of violations of legislation;
- at the request of officials in the presence of specific facts of violations;
- by customs authorities during customs control;
- by tax inspectors.
If the decree is signed, during the moratorium, controlling bodies will be instructed to carry out monitoring and consulting for business entities. This will include compliance with legislation, providing recommendations and clarifications, as well as identifying potential violations. Control will be conducted without scheduled or unscheduled inspections.
Entrepreneurs will be required to assist in the monitoring and consulting process by providing the necessary information and documents solely within the framework of informational and consulting support.
It is important to note that the provision of information will not serve as a basis for inspections or the imposition of fines during the moratorium period.
