In Russia, the introduction of a 'tax' on migrant children is being discussed


According to the publication "Kommersant," the Ministry of Finance of Russia has developed a number of proposals that could significantly change the financial conditions for labor migrants from visa-free countries. One of the main innovations is the introduction of additional fees for children and dependents residing in Russia.

According to the proposed project, migrants will be required to pay for a patent not only for their labor activities but also for each minor child or dependent living with them. The additional fee will amount to 50% of the cost of the main work patent. Depending on the region, the price of the patent will vary significantly: with a base rate of 1,200 rubles, it can range from 3,400 to 27,300 rubles per month. For example, in Moscow, the cost of a patent is about 10,000 rubles, which implies an additional 5,000 rubles for each child.

It is also planned to clarify the status of migrant children: upon reaching 18 years of age, they will be required either to obtain a work patent independently or to leave Russia if there are no other grounds for their stay. Additionally, the Ministry of Finance intends to introduce mandatory advance payments for foreigners working for private individuals, such as in domestic work or providing personal services.

These changes could significantly impact the decision of foreign citizens to move with their families to work in Russia. The patent mechanism, in effect since 2015, will now be supplemented with measures aimed at tightening financial control over foreign families. Currently, the bills are under discussion among various agencies, and the timelines for their adoption have not yet been determined.
