"‘Moral Incapacity’: The President of Peru Has Been Impeached, the Chairman of Congress Has Taken the Oath as Head of State"

The impeachment process was initiated after discussions of several proposals to remove Boluarte from power. Lawmakers condemned her actions, citing violations of ethical norms and possible involvement in corruption schemes. Even those political groups that had previously supported Boluarte, such as the People's Force and the Alliance for Progress, joined in the criticism.

According to a recent poll conducted by CPI, only 2.5% of respondents approve of Boluarte's performance as president. In response to the growing criticism and protests that began to flare up in the early months of her administration, Congress members decided to take action.

In accordance with the constitution, the presidency temporarily passed to the Speaker of Congress, 38-year-old José Jeri from the "We Are Peru" party, who has already taken the oath of office. Elections are scheduled for April next year, and Boluarte's term was supposed to end on July 28, 2026. Jeri assured that his priority would be to protect the country's sovereignty and transfer power to the election winner.

A Brief History of Unpopularity

Dina Boluarte became the third president of Peru to be impeached in the last five years. She took office in December 2022 after the removal of Pedro Castillo, with whom she had previously run in the 2021 elections. Martín Vizcarra was removed before that when Pedro Kuczynski resigned in 2018.

Boluarte's popularity sharply declined after her election. In the first three months of her tenure, there were over 500 protests in the country demanding her resignation.

The ineffectiveness of Boluarte's administration in combating rising crime in Peru also played a role in her downfall. According to official data, from January to mid-August, there were 6,041 registered murders in the country, the highest number since 2017. During the same period, there were 15,989 complaints of extortion—28% more than in the same time frame last year.

The immediate trigger for the impeachment procedure was a tragic incident at a concert by the band Agua Marina, where five people were injured as a result of gunfire. Soon after this incident, lawmakers submitted requests for a vote on Boluarte's removal from office.
