Representatives of municipal authorities, law enforcement agencies, the Ministry of Transport and Communications, as well as contracting organizations involved in the "Balykchy–Barskoon" highway project participated in the event.
General Tashiev expressed dissatisfaction with the delays in the repair of the 141 km long highway in the southern part of the Issyk-Kul region, noting that work on the section "Balykchy–Barskoon–Karako" started back in 2021 but has still not been completed.
He also pointed out the increase in construction costs: when the contract was signed, the price per kilometer was 798 thousand dollars, but it has now risen to 1.3–1.4 million dollars, while the quality of work does not meet expectations.
The head of the GKNB emphasized the inefficiency of the organization of work and the insufficient level of state control. He took the implementation of the project under personal control and warned that in case of failure to meet deadlines and low-quality work, those responsible will be held accountable.
Tashiev also ordered the detention of Mirlan Isagaliev, the founder of LLC "Kyrgyz Zhol Kurolysh," for failing to fulfill obligations for the construction of the "Balykchy–Bokonbaev–Karako" highway over the past five years.
In addition, several heads of contracting organizations received specific tasks and deadlines for the phased completion of work. By the order of the Colonel General, the construction of the entire "Balykchy–Barskoon–Karako" highway must be completed by August 31, 2026, and work needs to be intensified immediately.
