He noted that the methods used for the plundering were mainly related to privatization. "The infrastructure and industry of the country were transferred to various individuals practically for free. Factories, plants, land plots, and bus depots ended up in the hands of those who were not interested in developing production or creating jobs, but only wanted to enrich themselves. This led to the formation of a class of wealthy individuals who became rich at the expense of the people, leaving millions of citizens and the state itself in poverty," Tashiev said.
Furthermore, the process of plundering continued, and many came to power only to appropriate the people's wealth. Those appointed as mayors, akims, governors, and ministers did not come with the intention to serve, but to earn money. "Let us remember the times when government positions were practically sold, and each had its own price. Those who bought these positions sought to quickly recoup their investments by plundering the budget. For example, if 100 soms were allocated for construction, then 50-60 of them ended up in the pockets of corrupt officials. This led to a lack of new facilities and development, while the people continued to grow poorer. As the army and state institutions weakened, the ranks of the civil service were filled with the wealthy and corrupt," he added.
Tashiev emphasized that one of the main tasks set by President Sadyr Japarov is the return of the plundered and the restoration of the people's wealth. "The President instructed me to intensify the fight against corruption and strengthen state structures, both in the civilian and military spheres. This requires resources. We have compiled a list of those who illegally appropriated state property, and we are gradually returning these assets. To date, about 70% of the plundered has already been returned," Tashiev concluded.
