At a meeting with the residents of Balykchy, Tashiev noted that corruption in the country manifested through two main methods of plundering state property.

According to him, many infrastructure facilities and industrial enterprises were transferred to private individuals almost for free under the guise of privatization. Factories, plants, and land plots went into private hands not for the development of the economy, but for personal enrichment, which led to the formation of a class of wealthy individuals profiting at the expense of the people. Thousands of citizens became affluent, while millions remained in poverty.

Those who committed such plundering continued their activities, seeking to occupy high positions to appropriate public resources. The positions of mayors, akims, and ministers were effectively sold, and those who bought them sought to recoup their investments by looting the budget. For example, out of 100 soms allocated for construction, 50-60 ended up in the pockets of corrupt officials. This led to a lack of new facilities and decline, while the army and state institutions weakened, and only the wealthy and corrupt elements appeared in public service,” Tashiev said.

He noted that one of the key tasks set by President Sadyr Japarov is to return the plundered property and restore the wealth of the people.

“The president tasked me with intensifying the fight against corruption and strengthening state structures in both the military-defense and civilian spheres. This requires resources. We have compiled a list of individuals who illegally appropriated state assets and are gradually returning these properties to state ownership. To date, we have managed to return about 70% of what was stolen,” Tashiev concluded.
