

Deputy of the Jogorku Kenesh Marlen Mamataliyev spoke at a parliamentary session, urging attention to the needs of people with disabilities. He emphasized the need to improve the social benefits system.
“Disability assistants receive only 7,000 soms, which is extremely insufficient for living. Families face various circumstances: some have many relatives, while others are left alone. If there is a disabled person in the family and their caregiver, and both cannot work, how can they survive on such money?” the deputy noted. He also raised the issue of the lack of rehabilitation centers for children with special needs. For example, in the residential area of "Muras-Ordo," there are about 50 children diagnosed with cerebral palsy, but there are no specialized institutions for their rehabilitation.
“I ask to consider the possibility of building such centers. Parents, caring for sick children, cannot work. This problem is relevant in all districts of the city,” he added.

The situation is exacerbated by the fact that most of these children are raised by single mothers who have no opportunity to find employment and live on benefits. In Kyrgyzstan, there are virtually no state rehabilitation centers for children with special needs, and private services cost between 60,000 to 80,000 soms a month, making full rehabilitation inaccessible.
Mothers also express dissatisfaction regarding difficulties related to obtaining housing and request assistance in solving these problems. The video of their appeal quickly spread on social media, causing public resonance.
