Elections to the Jogorku Kenesh for District No. 13: Two Candidates Refused to Participate

In the repeat elections for deputies of the Jogorku Kenesh in district No. 13, which will take place on March 1, 2026, remote voting will not be implemented. This was announced on February 5, 2026, by the chairman of the Central Election Commission (CEC), Tynchtyk Shainazarov.

At a meeting with candidates for deputies and activists from the Bazar-Korgon and Nooken districts, as well as representatives of law enforcement agencies, Shainazarov noted that the remote voting system, which was first tested in the elections on November 30, 2025, will not be used in the upcoming elections. The reason for this decision was the high financial costs and the need to involve specialists for its implementation.

According to the CEC, there will be 94 polling stations opened for voting in district No. 13, where 161,347 voters are registered: 80,394 men (49.83%) and 80,953 women (50.17%). CEC member Akbalyk Jumalieva reported that two candidates, Nurbaev Kuban Baktybaevich and Majitova Sharapatkan, have withdrawn their candidacies, which may lead to a further reduction in the list of candidates, which currently stands at 23 individuals.

Initially, 31 candidates (21 men and 10 women) were nominated for the elections, but now 25 candidates are officially registered. Of these, 5 have declined to participate, and 1 was denied registration by the CEC.

It is worth noting that early elections for the Jogorku Kenesh took place on November 30, and three deputies were elected from each of the 30 electoral districts. However, on December 3, the CEC declared the elections in district No. 13 invalid due to numerous violations, including pressure on voters and breaches of voting secrecy at 35 polling stations.
As a result of the elections in district No. 13, Baktybek Sydykov, Aibek Altynbekov, and Aigul Karabekova were in the lead. All candidates who participated in the elections will not be able to run again.

The boundaries of district No. 13 encompass the city of Bazar-Korgon and several rural areas, including Kenesh and Arstanbap-Atyn in the Bazar-Korgon district, as well as the city of Mailuu-Suu and part of the Nooken district.
