The head of the Traffic Police of the Naryn region, detained by the State Committee for National Security, has been sentenced.

In Naryn, a verdict has been issued against the head of the Traffic Safety Department, who was previously detained by the State Committee for National Security (GKNB).

According to data from the GKNB published in October 2025, the head of the Traffic Safety Department of the Naryn region was detained by GKNB officers in conjunction with the Internal Investigations Service of the Ministry of Internal Affairs. He was charged under Article 209, Part 4, Clause 4 ("Fraud using official position") of the Criminal Code.

The investigation established that police major K.N.T. deceitfully obtained money from residents of Naryn. As a result, he was detained on October 9 and placed in a temporary detention facility, after which the court determined a preventive measure in the form of detention for two months.
As the case materials posted in the State Register of Judicial Acts showed, the accused, known as Kuban [name changed K.N.T.], promised the victim to pay the administrative fine for the offense. He convinced the victim to transfer 7,600 soms to his account, after which he embezzled this money. Consequently, a criminal case was initiated against him under Article 209, Part 4, Clause 4 of the Criminal Code.

At the time of the crime, Kuban held the position of head of the traffic safety provision department of the Naryn District Department of Internal Affairs. He abused his official position and improperly performed his duties, which led to violations of citizens' rights.

On July 7, 2025, Kuban went to the narcological department of the unified hospital at the request of a junior inspector. It was found that the victim B.A. was driving his car while intoxicated. As a result, a protocol was drawn up, and the car was placed in the impound lot of the Naryn Department of Internal Affairs.

On July 10, 2025, the Naryn District Court found B.A. guilty under Article 193, Part 1 of the Code of Offenses, imposing a penalty of revocation of his driver's license for one year. The court also ordered the return of his "Mercedes-Benz Sprinter 216" from the impound lot.

Despite this, Kuban informed B.A. that two more protocols needed to be drawn up—for "disobedience to a lawful demand" and "absence of a driver's license"—and stated that the car would not be returned until the corresponding fines were paid. When B.A. explained that he urgently needed the car, Kuban, abusing his official position, suggested transferring the money to him personally, promising to pay the fines.

Misleading the victim, Kuban indicated that the total amount of fines would be 7,600 soms: 5,500 soms for "disobedience," 1,000 soms for the absence of a driver's license, 1,000 soms for court proceedings, and 100 soms for commission.

Subsequently, two protocols were drawn up against B.A. for administrative offenses (for the absence of a driver's license and failure to stop at the police's request).

On July 10, 2025, at 18:49, Kuban received a transfer of 7,600 soms, after which he issued a permit for the return of the "Mercedes-Benz Sprinter 216" from the impound lot.

Later, B.A. received only one protocol for an administrative offense under Article 185 of the Code of Offenses through the "Tündük" application. He repeatedly contacted Kuban requesting the return of the money or payment of the fine, including three audio messages sent on August 30, 2025, but received no response. Only on September 14 did Kuban inform him that he "forgot," but the fine was never paid, and he embezzled the money.

The investigation established that on September 30, 2025, B.A. had to pay the fine for Article 185 of the Code of Offenses himself. As a result of Kuban's actions, the victim suffered material damage amounting to 7,600 soms.

At the court hearing, Kuban fully admitted his guilt and supported a plea agreement, requesting a fine. The victim B.A. confirmed that he had been fully compensated for the damage and had no material claims against the accused, supporting the request for a lighter sentence.

On December 2, 2025, the Naryn City Court found Kuban guilty under Article 209, Part 1 ("Fraud") and imposed a fine of 20,000 soms.

At the end of the hearing, he was released from custody in the courtroom.
