On February 16, during a meeting of the committee of the Jogorku Kenesh on finance, budget, entrepreneurship, and competition development, deputy Kamila Talieva expressed concerns that the project initiated by the International Development Association could repeat the unfortunate experience of "Liglass." She emphasized that donors promised to allocate $362.7 million for energy development, including the construction of the Kambar-Ata-1 Hydroelectric Power Station.

Talieva recalled the situation with "Liglass," when $37 million was allocated for the hydropower station, but ultimately this money fell on the shoulders of citizens, and those responsible were not found. She also noted that the new funding is planned to use trust funds; however, there is no clear understanding of this mechanism in national legal acts. The deputy mentioned that in the fifth convocation, committee chairpersons who made similar mistakes in the energy sector were punished.

In response to these statements, Deputy Finance Minister Nurbek Akzholov clarified that such a mechanism is already being used by the World Bank, where developed countries make contributions, part of which is allocated to developing countries.

It is worth recalling that in 2012, Kyrgyzstan and Russia signed an agreement for the construction of the Upper Naryn Cascade of Hydropower Stations, which includes four stations. However, by 2015, work ceased due to the economic crisis in Russia, which hindered investors from fulfilling their obligations. In 2016, at the initiative of President Almazbek Atambayev, the republic terminated the contract with the Russian side, leaving with a debt of $37 million.

In July 2017, Atambayev announced a new investor ready to take on the construction of the cascade and small hydropower stations. This company, the Czech Liglass Trading CZ s. r. o., soon found itself at the center of a scandal when it became clear that it was delaying payments of $37 million to "RusHydro."

September 2017 was marked by a statement from Deputy Prime Minister Duishenbek Zilaliyev about the termination of the contract with Liglass Trading, while the amount of $1.147 million, transferred to the Czech company as a guarantee deposit, remained with Kyrgyzstan.

In June 2018, new Prime Minister Mukhammedkaly Abylgaziev, discussing a report in the Jogorku Kenesh, noted that several unsuccessful projects, including cooperation with "Liglass," negatively affected the government's work. He added that the issue of returning the $37 million remains unresolved.
