Kulubaev participated in the 61st session of the UN Human Rights Council









At the 61st session of the UN Human Rights Council, taking place at the Palace of Nations in Geneva, the Minister of Foreign Affairs of the Kyrgyz Republic, Jeenbek Kulubaev, spoke at the High-Level Segment.

According to the press service of the Ministry of Foreign Affairs, among the participants were UN Secretary-General António Guterres, President of the General Assembly Annalena Baerbock, and UN High Commissioner for Human Rights Volker Turk.

In his speech, Kulubaev summarized the results of Kyrgyzstan's three-year membership in the council, emphasizing the crisis of trust in multilateral institutions and international law.

He called for the protection and strengthening of the international system, which is especially important for small countries.

The Minister also noted the positive resolution of the conflict in Gaza, emphasizing that sustainable peace is only possible with the full participation of the Palestinian people in the peace process.

Discussing the situation in Afghanistan, he pointed out that its isolation exacerbates humanitarian problems and negatively affects the observance of human rights.

Kulubaev also emphasized that Afghanistan represents not only a crisis zone but also a country with significant human and economic potential.

The Minister reported that in 2025, thanks to the political will of the leaders of Kyrgyzstan, Tajikistan, and Uzbekistan, a long-standing border dispute in the Fergana Valley was resolved. He noted that the peoples of these countries made a conscious choice in favor of security, trust, and dialogue for sustainable development and regional stability.

Regarding domestic policy, Jeenbek Kulubaev reaffirmed Kyrgyzstan's commitment to human rights as a fundamental principle of state policy. He emphasized the unchanging course towards the rule of law and the country's final rejection of the death penalty.

Additionally, the Minister informed the international community about the upcoming parliamentary elections in 2025 with broad international observation and the implementation of digital technologies. He highlighted that a legislatively established 33% quota for women will operate in the parliament, demonstrating Kyrgyzstan's commitment to the principles of gender equality.
