"There's No Conflict of Interest": First Deputy Mayor of Osh on Melis Myrzakmatov's Lands

The conflict of interest regarding the land plots of the Myrzakmatov family will not arise.

Such a statement was made by the first deputy mayor of the Osh region, Omorbek Torobaev, in response to questions from the media representatives.

The journalists inquired whether he is the younger brother of former deputy of the Jogorku Kenesh, Iskender Gaipkulov.

To this, Torobaev replied:

“The information is correct. I am the son of his biological older brother.”

Moreover, the journalists noted that the Myrzakmatov family and Gaipkulov's relatives are connected through marriage, and currently, the Osh city hall is conducting legal proceedings regarding land plots that are allegedly owned by Melis Myrzakmatov.

In this regard, they asked about the possible conflict of interest and the involvement of the first deputy mayor in this matter.

“Such a question will not be discussed. This marriage connection has nothing to do with kinship. I assure you, there will be no conflict of interest,” Torobaev responded.

Earlier, the Osh city hall reported ongoing legal proceedings regarding land plots that are believed to belong to former mayor Melis Myrzakmatov.



In June 2025, during a session of the Osh city council deputies, the city hall announced that the materials regarding the lands along the Ak-Buura River, which are linked to former mayor Myrzakmatov, had been transferred to the State Committee for National Security (GKNB).

The General Prosecutor's Office reported at the end of April 2018 about the inventory of objects located in the water protection zone of the Ak-Buura River.

According to the regulation "On water protection zones and strips of water bodies in the Kyrgyz Republic," the water protection strip of the Ak-Buura River was established at 50 meters on each side.

On September 10, 2025, at another session of the Osh city council, former mayor Jenishbek Toktorbaev stated the following:

“Regarding the illegal constructions on the banks of the Ak-Buura, we plan to open a park on 3 hectares of land in October. Previously, there were garages, a clinic, and a café. We will create a park from the high-rise building to the water intake. Melis Myrzakmatov had 43 hectares of land, the plot in question is over 2 hectares and is currently in legal proceedings. The remaining 36 hectares are registered in his brother's name, and we are also working on their return. Additionally, there are 4 hectares and 80 ares registered in his mother-in-law's name, which is also under litigation. In total, he had 43 hectares of land.”

In October 2025, the administrative court granted the lawsuit of the Osh city hall regarding the 36 hectares of land owned by the brother of former mayor Myrzakmatov.

According to the ruling of the Administrative Court of Osh region dated September 30, 2025, the administrative lawsuit of the city hall was recognized as justified.

According to the decision, the resolution No. 140 of the Toloikon rural district dated September 30, 2006, was declared invalid, as the land plot of 36 hectares is classified as agricultural land, and legal norms were not followed during its transfer to private ownership.

Dissatisfied with this decision, an appeal was filed with the Osh regional court.

Melis Myrzakmatov was appointed acting mayor of the city of Osh on January 26, 2009, by the decree of President Kurmanbek Bakiev.

On January 28, 2009, the president signed a decree that confirmed Myrzakmatov in the position of mayor of the city of Osh.

On the same day, he was elected by the deputies of the Osh city council.

On February 5, 2009, he voluntarily resigned from his position as a deputy of the Jogorku Kenesh.

Since April 2010, Myrzakmatov again served as acting mayor of the city of Osh.

On December 5, 2013, he was relieved of his duties as mayor by the order of Prime Minister Janitoro Satybaldiev.

In January 2014, he was nominated as a candidate for the position of mayor of the city of Osh by the coalition "Unity of Nations."

On January 15, 2014, he lost the election to Aitmamatu Kadyrbaev, receiving support from 19 deputies out of 45, while Kadyrbaev was voted for by 25 deputies.
