According to information from the Internal Affairs Department of the Jalal-Abad region, prosecutors established the fact of illegal registration of rights to a plot that was seized without any grounds.
The inspection was initiated by the Kara-Kul prosecutor's office at the direction of the Presidential Administration. The main goal of this inspection was to ensure compliance with the Law "On the Regulation of Land Relations" and the rules for conducting land amnesty, approved by the resolution of the Cabinet of Ministers of the Kyrgyz Republic No. 291 dated May 31, 2022.
As a result of the investigation, in April 2025, a local resident N.K. applied to the land amnesty commission requesting to legalize his residential house and the adjacent plot located on Ak-Shar Street.
However, the commission did not comply with the requirements of the legislation and did not establish the exact date of the house's construction. According to current regulations, only those objects that were constructed before December 2021 can be eligible for amnesty. Despite this, the mayor of Kara-Kul, based on the commission's decision, signed resolution No. 59-T dated June 25, 2025, granting the citizen the right to private property.
During the prosecutor's inspection, it was revealed that this plot was illegally seized, and the house was built only in the fall of 2022, which excludes the possibility of its inclusion in the land amnesty.
Based on the aforementioned facts, a criminal case has been initiated under Article 212, Part 2 of the Criminal Code, concerning the illegal seizure of a land plot that does not fall under amnesty, as well as illegal construction on agricultural lands in violation of legislation.
The suspect was detained and placed in the temporary detention facility of the Kara-Kul Internal Affairs Department on February 26, 2026.
Currently, investigative activities are ongoing.
