Representatives of the construction company from Osh reported that the Public Foundation "Kyrgyzstan Maarif" has not paid them 44 million soms for repair work.

The Turkish "Maarif" Foundation owes 44 million soms to the construction company Ata Stroy Group LLC. This became known on March 18 at a press conference held by the firm's director, Atambek Saliev, at AKIpress-Osh.

Saliev reported that in July 2025, a contract was signed between the foundation's director and his company for renovation work in seven lyceums that were previously part of the "Sapat" network. The work was carried out in educational institutions located in Karakol, Kyzyl-Kiya, Kadamjai (the Semetey Lyceum), Jalal-Abad, Osh (the Sema Lyceum), as well as in two lyceums in the Talas region (the Manas-Ata Lyceum and the women's lyceum Meerim).

The initial contract amount was 146 million soms, and the deadline for completing the work was set at 55 days (from July 1 to August 25). However, during the reconstruction, it became clear that the buildings were in poor condition, which required additional work. "By August 25, we completed work amounting to 155 million soms. Due to unforeseen work volumes, the lyceum in Talas was extended until September 20. As a result, the total amount of work exceeded the original by 44 million soms. We repeatedly approached the foundation's director, Khusnu Birjan, to resolve the issue. We were promised a technical inspection, which was delayed for a month, but in the end, they stated that they did not trust our calculations and refused to make the payment," Saliev shared.

According to the contractor, the total cost of the completed work amounted to 175 million soms, of which only 131 million soms has been paid so far.

The delay in payments has severely impacted the financial condition of the construction company. Saliev noted that the debt includes about 7 million soms in tax deductions, as well as salary payments to employees and loans that were taken out to implement this project.

The company's supply master points out that delays in work were related to the incompetence of the client in choosing materials. According to him, the foundation's representatives took a long time to agree on the design and color solutions. After the painting was completed, they demanded to repaint the walls, claiming that "the color is wrong," even though the work was done according to their approved codes. "The estimate did not specify specific brands of materials. We calculated based on the average price of paint (2-3 thousand soms), but they chose materials costing 100 dollars. Constant changes in requirements from the technical supervisors from Turkey also contributed to endless material replacements and delays," he added.

Representatives of Ata Stroy Group plan to appeal to law enforcement agencies to recover the debt.



Representatives of the public foundation "Kyrgyzstan Maarif" reported that the contract amount as of July 1, 2025, was 146 million 87 thousand 848 soms.

According to the foundation, on August 28, 2025, their representative visited the Manas-Ata, Semetey, and Meerim lyceums in the Talas and Batken regions and found that these institutions were not ready for the new academic year. A similar situation was observed in the K. Karasaev lyceum in Karakol and the Alymbek Datka lyceum in Osh.

All payments were made on time, depending on the work performed and based on the estimate.
