According to Naim, the progress in these negotiations, which Afghanistan approached with "good intentions," was hindered by the "lack of willingness to cooperate" on the part of the Pakistani side. Nevertheless, he emphasized that Kabul is open to "reasonable agreements."

Earlier, on November 10, Turkish President Recep Tayyip Erdoğan presented a peacekeeping initiative plan aimed at preventing conflict between Afghanistan and Pakistan. Erdoğan plans to send the foreign ministers, defense ministers, and heads of intelligence services to Islamabad to discuss the normalization of bilateral relations. The president also expressed hope for positive outcomes from the peace talks that began in Qatar and are continuing with Turkey's involvement in Istanbul.

It is worth noting that tensions in the relations between Pakistan and Afghanistan escalated after the Pakistani Air Force airstrikes on the capital of Afghanistan on the night of October 9 to 10, as well as on a market in Paktika province. These attacks resulted in the elimination of three leaders of the Pakistani Taliban who were on Afghan territory.
