
At the moment, US officials have not commented on the authenticity of this document. Earlier, media platforms such as Politico, Reuters, and the Financial Times had already shared some aspects of the peace plan. Among the key points of the plan, the following can be highlighted:
1. Confirmation of Ukraine's sovereignty.
2. Conclusion of a comprehensive non-aggression agreement between Russia, Ukraine, and Europe, which will resolve all disputed issues of the last 30 years.
3. Russia's commitment not to invade neighboring countries, while NATO will not expand.
4. Establishment of a dialogue between Russia and NATO with the participation of the US to address security issues and create conditions for de-escalation.
5. Provision of reliable security guarantees to Ukraine.
6. Limitation of the Ukrainian Armed Forces to 600,000 personnel.
7. Constitutional enshrinement in Ukraine of the refusal to join NATO, while NATO agrees not to accept Ukraine into its ranks in the future.
8. Prohibition on the deployment of NATO troops on Ukrainian territory.
9. Deployment of European fighters in Poland.
10. US guarantees:
- a. The US will receive compensation for the guarantees provided;
- b. In the event of Ukraine invading Russia, the guarantees will be annulled;
- c. If Russia attacks Ukraine, military response measures and sanctions restoration will be enacted;
- d. Any attack by Ukraine on Moscow or St. Petersburg will lead to the annulment of the security guarantee.
11. Ukraine will gain the right to EU membership and temporary access to the European market.
12. Development of an international package of measures for the reconstruction of Ukraine, including:
- a. Creation of a Ukraine Development Fund for investments in high-tech industries;
- b. Joint restoration of Ukraine's gas infrastructure;
- c. Restoration of war-affected territories;
- d. Infrastructure development;
- e. Extraction of natural resources;
- f. Special financing package from the World Bank.
13. Reintegration of Russia into the global economy:
- a. Lifting of sanctions will be discussed individually;
- b. Long-term economic cooperation agreement between the US and Russia;
- c. Invitation for Russia to return to the G8.
14. Frozen assets will be distributed as follows:
$100 billion of frozen Russian assets will be invested in the reconstruction of Ukraine, with the US receiving 50% of the profits. Europe will contribute an additional $100 billion to increase the volume of investments. The remaining frozen Russian assets will be directed towards the creation of a joint investment fund.
15. Establishment of a US-Russian working group on security issues to monitor the implementation of the agreement.
16. Russia will take legislative measures to ensure non-aggression towards Ukraine and Europe;
17. The US and Russia will extend existing nuclear weapons control treaties.
18. Ukraine will remain a non-nuclear state according to international agreements.
19. Restarting the Zaporizhzhia Nuclear Power Plant under IAEA control with the distribution of electricity between Russia and Ukraine in equal shares.
20. Introduction of educational programs to promote tolerance:
- a. Adoption of EU norms on religious tolerance;
- b. Both sides will abolish discriminatory measures;
- c. Prohibition of Nazi ideology.
21. On territorial issues:
- a. Crimea, Luhansk, and Donetsk will be recognized as Russian;
- b. Kherson and Zaporizhzhia will be frozen along the line of contact;
- c. Russia will relinquish control over other territories;
- d. Withdrawal of Ukrainian forces from part of the Donetsk region, which will become a demilitarized zone.
22. Both countries commit not to change the current agreements by force.
23. Russia will not obstruct the use of the Dnieper River for commercial activities, and the transportation of grain across the Black Sea will also be agreed upon.
24. Creation of a humanitarian committee to address outstanding issues:
- a. Full exchange of prisoners;
- b. Return of civilian detainees;
- c. Family reunification program;
- d. Measures to alleviate the suffering of conflict victims.
25. Elections in Ukraine will be held in 100 days.
26. All participants in the conflict will receive amnesty for actions during the war.
27. The agreement will be legally binding, and its implementation will be monitored by a Peace Council headed by President Donald Trump.
28. A ceasefire will take effect immediately after the agreement of all points of the memorandum.
