According to representatives of the General Staff, this event underscores Ukraine's determination to defend its sovereignty.

Ukrainian military officials also noted that they will continue to use "long-range strike capabilities, such as ATACMS."

Following these statements, rumors about the possible use of ATACMS missiles to attack Voronezh appeared in Ukrainian news and Telegram channels. The Russian Telegram channel Shot claims that on November 17, the Armed Forces of Ukraine struck the Voronezh region using ATACMS, launching missiles from the Kharkiv region.

Voronezh is home to the "Baltimore" airbase, which houses the 47th Bomber Aviation Regiment, carrying out missions using Su-34 bombers to attack Ukraine.

The Russian Ministry of Defense has not yet commented on the information from the General Staff of the Armed Forces of Ukraine.

According to data published in August by The Wall Street Journal, American authorities limited the ability of Ukrainian forces to strike on Russian territory using Western long-range weapons in late spring 2025. Sources claimed that Ukraine attempted to use ATACMS missiles to target locations in Russia but was denied.

In October, the General Staff of the Armed Forces of Ukraine reported that Ukrainian forces struck the Bryansk chemical plant using Franco-British Storm Shadow missiles. The use of such missiles also requires approval from the United States, as American intelligence data is used for targeting, and the design includes several American components, as reported by The Wall Street Journal.
