The incident occurred at 01:00 on November 14, when Russian forces carried out a missile and bomb strike on the Ukrainian capital. As a result of this attack, six people were killed, and 35 were injured, including children aged 7 and 10. In the Kyiv region, another six people were injured, including a child.
- On the night of November 14, 2025, Russia launched a massive missile strike on Ukraine, attacking Kyiv using drones and ballistic missiles.
The strike completely destroyed part of the perimeter wall of the embassy, and also damaged official vehicles, the administrative building, and the consular section. The Azerbaijani Ministry of Foreign Affairs noted that despite the significant damage, human casualties were avoided.
Furthermore, the Azerbaijani side reminded that similar incidents had occurred previously. For instance, on March 10, 2022, the Honorary Consulate of Azerbaijan in Kharkiv was damaged as a result of an airstrike. On January 2, 2024, after a "Kinzhal" missile strike, a crater about 3 meters in diameter and 8 meters deep with an unexploded ordnance was found 35 meters from the embassy. On August 28, 2025, an airstrike also caused damage to the administrative building and consular section, located approximately 50 meters from the embassy.
Additionally, on August 8 and 18, 2025, drones attacked the oil depot of SOCAR in the Odesa region, leading to infrastructure damage and injuries among employees.
The Azerbaijani Ministry of Foreign Affairs stated that all these incidents raise serious doubts about the randomness of the missile strikes. The Russian side was notified of the previous incidents through official notes, and the coordinates of Azerbaijani diplomatic missions in Ukraine were provided to Russia back in April 2022. At that time, Moscow assured that these coordinates would be taken into account by the Ministry of Defense.
In light of the above, Azerbaijan emphasized the inadmissibility of attacks on diplomatic representations and called on Russia to conduct an investigation and provide detailed explanations.
