Among the participants of the meeting were the Prime Minister of Armenia Nikol Pashinyan and the Presidents of Belarus Alexander Lukashenko, Kazakhstan Kassym-Jomart Tokayev, Kyrgyzstan Sadyr Japarov, Tajikistan Emomali Rahmon, as well as the heads of Turkmenistan Serdar Berdymukhamedov and Uzbekistan Shavkat Mirziyoyev.
The President of Azerbaijan Ilham Aliyev was unable to attend the summit due to a busy work schedule. The press secretary of the head of the Russian Federation Dmitry Peskov noted that the Kremlin understands this situation.
