Concept of the "Board of Peace"
On January 16, Trump announced the establishment of an international structure that will oversee compliance with agreements in Gaza. Although the UN supported this initiative, it soon became clear that Trump's plans encompass other conflict regions as well.Structure and Functions
According to Bloomberg, a charter for the organization has already been developed and sent out along with the invitations. The document outlines goals for ensuring stability and sustainable peace in conflict zones.Within the "Board of Peace," it is planned to create two key committees:
1. The "Founding Executive Committee" will be responsible for investments and high-level diplomacy.
2. The "Executive Committee for Gaza" will focus on managing the reconstruction of the sector through the National Committee.
Each participating country is granted one vote in the voting process, and decisions are made by majority but only take effect after Trump's approval. Voting is expected to occur at least once a year, while non-voting meetings will be held no less than once a quarter.
Composition of the Executive Council
On January 16, the White House announced the composition of the executive council of the new project. It includes:- Donald Trump — Chairman;
- U.S. Secretary of State Marco Rubio;
- Special Representative for the Middle East Steve Whitcoff;
- Entrepreneur Jared Kushner;
- Former Prime Minister of the United Kingdom Tony Blair;
- Entrepreneur Mark Rowan;
- President of the World Bank Ajay Banga;
- Deputy National Security Advisor of the U.S. Robert Gabriel;
- Senior Advisors Josh Grünbaum and Arye Lightstone;
- High Representative for Gaza — Bulgarian diplomat Nikolay Mladenov.
According to Reuters, the charter of the council states that Trump will serve as chairman for life, even if he leaves the office of the President of the United States.
Conditions for Participation
The charter specifies that only the chairman can invite countries to the council. To become a permanent member, a state must contribute $1 billion in the first year, and the funds raised will go towards the reconstruction of the Gaza sector. Temporary membership will be free for three years, with the possibility of extension at the chairman's discretion.However, President of Belarus Alexander Lukashenko denied the information about the need for a $1 billion contribution.
Invited States
The exact list of invited countries has not been disclosed. However, sources report that invitations were sent to representatives of 49 countries, including Australia, Austria, Argentina, the United Kingdom, Israel, India, Japan, and many others.
According to Axios, the list includes leaders from 58 countries, including representatives from the European Commission and heads of nearly 50 countries in Europe and Asia.
It is known that leaders from China and Azerbaijan have also received invitations.
Who Accepted the Invitation
According to information from open sources, the following have already agreed to participate:- Prime Minister of Albania Edi Rama;
- President of Argentina Javier Milei;
- Prime Minister of Hungary Viktor Orban;
- President of Uzbekistan Shavkat Mirziyoyev;
- President of Paraguay Santiago Peña;
- President of Belarus Alexander Lukashenko;
- General Secretary of the Central Committee of the Communist Party of Vietnam To Lam;
- Prime Minister of Armenia Nikol Pashinyan;
- President of Kazakhstan Kassym-Jomart Tokayev;
- President of the UAE Sheikh Mohammed bin Zayed Al Nahyan; President of Azerbaijan Ilham Aliyev;
- Prime Minister of Israel Benjamin Netanyahu.
The Financial Times also reports a significant number of refusals to participate. One of the reasons is the competition with existing international organizations, as well as the invitation to Putin to the council.
In Russia, details of the initiative are being studied, and there are hopes for further contacts with the U.S., linking Russia's invitation to Trump's desire to maintain dialogue.
President of Ukraine Volodymyr Zelensky confirmed receipt of the invitation to the "Board of Peace," but noted that he finds it difficult to imagine Ukraine participating alongside the RF and Belarus, without specifying whether he will accept the invitation.
Connection with the UN
In the preamble of the charter of the "Board of Peace," it is stated that to achieve sustainable peace, it is necessary to abandon ineffective approaches and institutions. Although the UN is not mentioned directly, Trump has repeatedly criticized it as ineffective, notes DW.The United Nations was founded in 1945 after World War II, and a significant role in its creation was played by U.S. President Franklin Delano Roosevelt. Currently, 193 states are members of the UN.
A UN resolution from 2025 granted the "Board of Peace" a mandate only for resolving the Israeli-Palestinian conflict. If the council takes on additional tasks without corresponding mandates, it could lead to a conflict with the UN. The possibility of the new council's successful operation will depend on the number of countries that join it.
The Trump administration has already begun to cut funding for various UN divisions. On January 7, Trump signed a memorandum to withdraw the U.S. from 31 organizations under the UN, whose activities, in his opinion, contradict the interests of the country.
