According to the decree, the United States can now impose additional tariffs on imports from countries that supply oil to Cuba, both directly and indirectly.
Trump explained his decision by stating that the Cuban authorities are taking "extraordinary measures" that threaten the USA. The document specifies that Cuba collaborates with countries and groups hostile to Washington, such as Russia, China, Iran, as well as Hamas and Hezbollah.
"In light of the national emergency <…> I find it necessary to establish a tariff system as outlined below. Under this system, an additional ad valorem duty may be imposed on imports from a foreign state that directly or indirectly supplies oil to Cuba," he wrote.
Recently, the Trump administration began to predict the imminent collapse of the Cuban regime, citing the severe economic situation on the island, and expressed hope for a change of power in the country.
The escalation of rhetoric from the White House followed a military operation in Venezuela, during which American forces evacuated President Nicolás Maduro and his wife. Trump emphasized that Washington would monitor the situation in Venezuela until a transition of power occurs.
As reported by sources to Politico, among the measures being considered in Washington is a complete blockade of oil supplies to Cuba. Experts from the analytical company Kpler estimate that at the current consumption level, oil reserves in Cuba could be depleted within 15-20 days.
