Experts from the Middle East Media Research Institute (MEMRI) emphasize that in recent years, Pakistan has increasingly become a platform for the rapprochement between the Palestinian movement Hamas and local radical groups such as Lashkar-e-Taiba (LeT) and Jaish-e-Mohammed (JeM). This development raises concerns that Western efforts to isolate Hamas may be undermined, which also calls into question Pakistan's relations with the United States and its allies.

On January 15, 2026, an intergovernmental initiative called the Board of Peace was established with the support of the United States, aimed at "promoting stability, restoring legitimate governance, and creating sustainable peace in conflict areas," including the Gaza Strip. According to analysts, following Hamas's attack on Israel on October 7, 2023, his activity in the country has significantly increased. Zaher has been regularly participating in mass events, anti-Israel rallies, and conferences, often appearing as a guest of honor.

Connections with Notorious Terrorists

MEMRI also highlights Saifullah Khalid Kasuri, a high-profile LeT commander whom Indian authorities link to the terrorist attack in Pahalgam on April 22, 2025, which claimed the lives of about 30 civilians. According to analysts, Kasuri remains active in Pakistan, participates in public events, and is reportedly under protection.

Conferences in Kashmir

A key event was the "Solidarity with Kashmir and Operation Al-Aqsa Flood" held on February 5, 2025, in Rawalakot. Representatives from Hamas, LeT, and JeM participated, openly declaring their readiness to coordinate actions and viewing the Palestinian and Kashmir conflicts as part of a unified "pan-Islamist struggle."
